Special Council Minutes of 7/5!2005

with very serious forethought. He appreciates the comments from Mr. Ryan and Mr.
Miller. Some thought needs to go into it, then the front door needs to be done. But it
needs to be done with good facts and figures. Councilman Miller responded that he
also thinks security is an issue.
• Jerome Barrett, 24125 LeBern Drive, North Olmsted, said there were some very good
comments brought up by Mr. Ryan and Mr. Tallon. The entrance has been a mess
since it was built. The snow didn't just start falling off in the last couple of years and
hitting people in the head. It was not designed well from the beginning. It concerns
him that this seems to be kind of a rush. He thinks there are more questions than
there are answers right now. A second concern is that the architectural costs seem
awful high fora $100,000 project. This seems like an awful lot of money to spend.
He doesn't have any problem with any of the suggestions the administration has, but
thinks there has to be a little more thought put into the process. He would like to
congratulate the Mayor for the leadership that he is showing in the short term that he
has been in office
Councilman Gareau made a motion to adopt Resolution No. 2005-100. The motion was
seconded by Councilman Barker. Roll call: Gareau, yes; Barker, yes; McKay, no;
Miller, no, with comment that he would encourage the administration to bring this issue
back to Council so that this project can be done before winter for the safety and
convenience of people walking into the building, especially ADA reliant individuals.
Roll call continued: Nashar, no, with comment that he would like to see a second
rendering of the interior design for this proposal. He agrees that the architectural design
expenses for this are exceptionally high. Roll call continued: Ryan, no, with comment
that he thinks this is going in the right direction. It's a great idea, but his concerns are he
would like to have more of a look at the interior and know where we are going so Council
can have some input, especially since this is affecting the physical space that the Council
will be using. Roll call continued: Tallon, na, with comment that we are rushing through
this thing, pushing it fast, getting it done. The Board of Control has to go back and look
at this again and review the plan costs. We are paying a $22,000 architectural fee for a
$20,000 improvement. Something is wrong with that. Go back to Middough
Consulting, get this worked out, and bring it back to Council and then we can go ahead
with it. He agrees with the thought process of the project going on, but has problems
with the way this has been presented as far as the figures go. The motion failed with two
yes votes and five no votes. Resolution No. 2005-100 not adopted.
With the agenda being completed, President Kennedy adjourned the special Council
mee ~ g at08:30 p.m.
2~c..t~.a~-LcL ~~~~ . ~-~ ,tea-.,._.
arbara L.
