Council Minutes of 5/17/2005 <br />LETTERS & COMMUNiCATIUNS <br />Clerk read the following letter sent to Mayor O'Grady and City Council members: "We <br />are writing to you as concerned residents and business owners in North Olmsted. Our <br />area of extreme concern is the proposed rezoning of Bradley Road, west of Barton Raad. <br />This change, first addressed by the rezoning and development plans for the Farver <br />parceUShadow Woods project, is currently before the Planning Commission for <br />consideration and approval. This request/proposal could be construed as illegal spot <br />zoning but has been explained away as legal (by the city) as it is `part of the Master <br />Plan.' Work on revising the Master Flan started in the previous administration where <br />potential conflicts of interest existed regarding this parceUproject. Over half of the <br />developed parcels on Bradley Road have been commercially developed for light industry, <br />including Fortney and Weygandt Inc. When the decision to locate in North Olmsted and <br />run a business was made, the location of choice was Bradley Road. The concept of being <br />included in a `grandfather clause' for light industry zoning under a new zoning was not <br />considered or desired. It would still be an unacceptable option today. We kindly urge <br />you all, as new mayor and council under. new administration, to reconsider this proposal. <br />We hope you encourage business to remain in North Olmsted by eliminating this <br />proposed rezoning of Bradley Road. Please preserve this good mix of light industry <br />development and green space as it is, instead of promoting overcrowding and urban <br />sprawl by rezoning to add multi-family cluster housing on Bradley Road. Green space is <br />very important and desirable in today's world. It is becoming a scarce commodity. This <br />Bradley Road unusual combination of light industry and green space is something the <br />city could have pride in and promote, rather than eliminate. Attached are signatures <br />requesting that Bradley Road zoning remain light industry. Thank you for your time and <br />careful consideration of this matter." (Signed by numerous residents and business <br />owners on Bradley Road.) <br />In response to the letter, Councilman Gareau said there is no proposal to rezone anything <br />at this point in time. There is no ordinance pending. It is the city's comprehensive plan <br />looking forward as to what eventually this city should do in the long run. The last master <br />plan that was adopted contemplated a residential use on that area and a rezone that went <br />absolutely nowhere. The proposal that is put forward here is the product of hundreds of <br />hours of time. The current mixed use they are talking about is residential and industrial. <br />He does not know that we should, after 30 years, continue to look at this in the context of <br />an industrial use to preserve green space. If we want to preserve green space and we <br />zone it for a use that nobody wants, he thinks that probably is an improper use of our <br />zoning code. Preservation of green space should come through other zoning ordinances. <br />A meeting will be held next week to discuss the master plan, and he will invite every <br />resident who signed in at the recent committee meeting. Hopefully, the residents will <br />attend so Council can hear their concerns. <br />AUDIENCE PARTICI~?ATIOI~I <br />Dennis Lambert, 25057 Carey Lane. Welcome to Mr. Tallon. He has had occasion to <br />interact with Mr. Tallon when he was on the Charter Review Commission and can verify <br />he has a good grasp of the issues of the city. Regarding Parcel E, there is more than a <br />zoning issue involved. There is also a legal issue of a contractual agreement with <br />11 <br />
