Council Minutes of 5/4/2005 <br />lead to too much confusion with the bifurcated process. After much discussion, the <br />legislation was unanimously recommended for approval by the committee. <br />2005-59, legislation to enter into a contract renewal for 6 months with ACS Government <br />Services for maintenance support for the current payroll, budget and accounting softwaze <br />system of the Finance Department. There was little discussion, and the committee <br />unanimously recommended approval. <br />2005-61, legislation authorizing a contract with First American Real Estate Solutions, <br />L.L. P. for 7 Metroscan Licenses for the city. Metroscan licenses are the process by <br />which the city uses to identify property owners. These licenses cost $390 each and this <br />legislation reflects 5 existing licenses and 2 additional licenses. Metroscan provides <br />parcel sizes, dates, and other land use information frequently required by the Planning <br />Department. Councilman Dailey raised the point that much of the 1Vletroscan information <br />has proven to be inaccurate, or less accurate than that which can be obtained from the <br />Cuyahoga County web site at no cost. The Planning Director objected stating that <br />Metroscan offers more information necessary to her department at a less time consuming <br />level. After some debate, it was decided to hold this legislation in committee for further <br />review by the administration. The Personnel Director will consult with present and <br />newly proposed users to determine if the County site serves their needs, and/or why <br />Metroscan is the better system as opposed to the free available public use county system. <br />The legislation was unanimously held in committee. <br />Councilman Miller, Council's representative to the Recreation Commission: 1) The <br />Recreation Commission met on Monday, May 2. The following items were discussed: <br />• The Planning Director presented a plan for a request for proposal for planning and <br />design services for creation of a recreation plan. It is hoped that, with the help of Ms. <br />Wenger, along-term plan for primarily the Rec building, but also for other recreation <br />facilities including the pazk, can be addressed. While there certainly are some <br />immediate needs, a true plan and a professional approach to address the city's <br />recreational needs is needed. The plan that was presented was very detailed, and the <br />commission welcomes Ms. Wenger's participation in putting together this long-term <br />plan. <br />• Concerns about the Recreation building were discussed. One concern is the center <br />beam over the pool as there may be some structural concerns. The Safety Director is <br />having various professionals look at that beam to determine if it is a long-term <br />situation that someone has just realized exists or is something that has just developed. <br />With the heavy snow falls of last weekend and the additional weight on the roof, as a <br />precaution, the pool was closed temporarily. It is now open. The outdoor pool is <br />having considerably more repair done to both the pool itself and the deck azound it. <br />Some heavy-duty equipment has been brought in and there is saw cutting going on to <br />the walls of the pool and it's hoped that through this type of work we might be able to <br />get another three or four yeazs out of the outdoor pool. <br />• Diamond 5 was determined to not be available to the JV baseball team this year due <br />® to water and soil conditions of the field.
