yJ

Council Minutes 4/5/2Q05
behind the initial projection for the construction, but we are moving quickly to catch up.
As a result of the meetings, RFP's have been sent out for both the architect and the
construction manager. RFP's for the engineering and testing aspects of the project will go
out soon. Additionally, despite the fact that this is asafety-related building, it more
properly falls under the jurisdiction of the Service Director. The Service Director has
been appointed as the point of contact for the project.
2) As a means of emphasizing their importance, the first visit he made as Mayor to any of
the departments was to the North Olmsted Police Dept. He had the pleasure of meeting
with the leadership of the Police Dept., the Chief and Capt. Wozniak. There was a very
direct and clear exchange of ideas on a number of issues, and 'he looks forward to
working with them in the days ahead. He plans to visit with each of the shifts to speak to
all of the officers.
3) On April 1, he also met with the Law Director and Human Resources Director to
discuss the space issues within our city facilities. With the tragic loss of the North
Olmsted Municipal Bus Line, it does cause us to reassess where we :are. He has asked for
input from all directors, and the intent is to present to Council a plan for utilization of
space in the North Olmsted facility.
4) On Saturday, April 2, the second day of his administration, we had a snow storm.
Congratulations to our Service Dept., our director and members of our WWTP who came
in under very challenging conditions and did a great job for us.
5) On Monday, April 4, he and Councilman Limpert visited the WWTP and met with
Plant Superintendent Nichols and Assistant Superintendent Boehnlein. He emphasized to
them that we need to start looking at things differently. We need to do business
differently, and we must reassess our operations and our practices to ensure that we are
doing things in a way that is the most cost effective. He also spoke briefly with Systems
Supervisor Binggeli prior to walking through the facilities. Of immediate concern is the
replacement of RAS pump assemblies which lead into aeration tanks. That issue is on the
capital improvements list provided to Council. This will improve plant operations, and it
will reduce maintenance costs. The new transformer, which was a significant issue of
discussion and a significant concern, has been installed.
6) On Apri14, he met with the Finance and Safety directors to discuss various issues.
7) Today, he met with the Personnel Director to discuss organizational issues. They also
briefly touched upon the discussion of the proper storage of personnel records.
8) The Board of Control meeting was held this morning to discuss a change order for the
Lorain Road rehabilitation project and the forwarding of an unused IBM 5225 printer to
auction. Both issues passed.
9) A directors' meeting was held today where the issue of facility use was discussed.
When a comprehensive plan is developed, it will be provided to Council. The intent is to
find a place for the Law Department on the city campus when the department's lease is up
next February.
10) This evening he attended a meeting of the North Olmsted Chamber of Commerce,
and he enjoyed his interaction with the various leaders of our business community. He
also attended both Intro-Governmental Relations and Recreation Committee meetings.
Regarding a site for the new fire station, Councilman Nashar asked if a decision had been
® made. Mayor O'Grady said that he had just today prepared a memo to Council on
2
