Council Minutes of 2/15/2fgi5
$10,776. Councilman Nashar asked whether or not it might save us some money to
extend this beyond aone-year. It was indicated that on-going discussions may cause us
to want to review whether or not we want to go with aone-year renewal even after this
year. There was not an interest on behalf of the Safety Director or the Police Dept. to
extend beyond the one year as presented. Based on that, the committee recommended
approval with the request that this be passed this evening under suspension of the rule.
2) He was unable to attend the NOMBL meeting at the Middle School, but he did attend
the meeting for the drivers with the presentation by Mr. Gelfand in regards to what might
be done and what drivers hopes were. It was difficult to see those drivers and their
families with their lives at stake and how passionate they are about serving our city. He
has always had a lot of respect for the drivers of NOMBL, but that actually has gone way
up after that meeting.
3) Both he and Mrs. Kasler attended the Safe Staffing Committee meeting. They will be
bringing more information to Council at the appropriate time.
4) He received a letter from Dave Wendell in regards to trash receptacles along the bike
path. It appears that the experimental cans are being used, so additional cans have been
placed at all the main entrances and exits to the bike path. A monthly inspection of the
cans will take place and the entire path will be inspected for debris, etc. He is glad the
community is taking advantage of these trash cans and his appreciation to those who use
the bike path in a manner that makes North Olmsted a better place to live and exercise.
Councilman Gareau, chairperson of the Building, Zoning and Development Committee:
1) The committee met this evening in the Council caucus room this evening. In
attendance were Council members Gareau, Limpert, McKay, Dailey, Nashar and Miller;
President O'Grady; Law Director Dubelko, Planning Director Wenger, Assistant Building
Commissioner Rymarczyk and Safety Director Jesse. The committee discussed a
Planning Commission referral which was a review of a site proposal for modifications to
a previously approved site lighting for Laketec Communications on Lorain Road.
Previous approval was gained last year through the Planning Commission and the BZD
Committee for exterior modifications with consisted of a canopy, landscaping, fencing,
etc. Laketec, after taking possession and modifying the approved modifications, went a
step further and then made some changes to the lighting not realizing that approval was
required from the city. When they did so, they ran into two problems. The first is that the
lights are not full cut-off, they are kind of an antique style open-faced light. The second
one is that they needed a variance for the height of the light which was no longer within
code. The owner, Mr. Little, has been very cooperative in dealing with the city. He was
very receptive to the comments and suggestions of the residents, which were really
limited to the question of whether or not the light would be visible from the adjacent
residential properties. He indicated that he was more than willing to do full cut-off, or to
do shielding on the relevant sides of the light so that the light would not be visible to the
adjacent properties. The committee voted unanimously to approve the Laketec modified
site plan subject to the recommendations of the various boards and commissions in the
city. Mr. Gareau made a motion that Council approve the Laketec Communications
modified site plan subject to the recommendations of the boards and commissions. The
motion was seconded by Councilman McKay and passed unanimously.
5
