Council Minutes of 10/17/2006 <br />• Specific sections of Codified Ordinance Chapters 741 and 555 were discussed. <br />Additional information was requested from the Safety Director. The committee <br />voted unanimously to hold this review in committee. <br />Council Member Dailey Jones, chairperson of the Streets & Transportation Committee: <br />1) The committee meeting was held on Tuesday, October 10, 2006. Present were <br />committee members Barker, Ryan and Jones; Council Members Orlowski, Talton and <br />Council President Kennedy; Law Director Dubelko, Service Director Limpert, Finance <br />Director Copfer; guests. The committee discussed Resolution 2006-170, a resolution <br />authorizing the Director of Public Service to advertise for bids for the reconstruction of <br />Great Northern Boulevard from NOMBL Lane to County Club Boulevard (excluding the <br />bridge over Interstate 480) in the City of North Olmsted as detailed in the plans and <br />specifications on file, further authorizing the Mayor to enter into a contract with the <br />lowest and best bidder for said repairs, and declaring an emergency. The Service <br />Director explained that the area was originally going to be the sole financial <br />responsibility of the city as ODOT was to only repair the bridge going over I-480. <br />However, the city was fortunate to receive funding from both ODOT and the Ohio Public <br />Works Commission (OPWC) to cover the additional areas. ODOT is responsible for <br />$200,000 and OPWC is responsible far $1,040,434. Due to the funds covered by the <br />other two entities, the city is financially responsible for between $200,000 and $300,400, <br />which includes any overages that might occur. The Service Director has indicated that he <br />feels construction costs could rise over the next few months. The city is responsible for <br />any overage beyond the original estimate although the city can petition for additional <br />help from OPWC or ODOT, so there is always the possibility of getting additional help to <br />bear the burden of any increased constnuction costs. This project is set to begin in March <br />2007. The committee unanimously recommended passage of the legislation. <br />AUDIENCE PARTICI~'ATI4N <br />Don Pangrac, 23470 Sharon Drive, commented to Mrs. Copfer regarding her difficulty in <br />getting information from the Cleveland Water Dept. that the department had failed its <br />state audit. He asked for information about the hazardous waste drop-off at City Hall. <br />Service Director Limpert explained the hazardous waste collection is taking place <br />currently. Residents wishing to dispose of pesticides, oil-based .paints, batteries, and <br />items of that nature should bring them to the Service Garage area: This collection will <br />end on October 19. Latex paint can be put in the regular trash for curbside pick-up by <br />removing the top and letting it dry out. <br />Councilman Ryan said he had tried to do that with latex paint but it did not dry out. The <br />Service Director will look into this and provide more information to Mr. Ryan. <br />Don DeBrodt, 23141 Stoneybrook, commented that all the sweetness and harmony and <br />congeniality tonight was baring. <br />8 <br />
