Special Council Minutes of 9!12/2006 Captain did many of the annual inspections, such as routine maintenance and suppression systems. The problem of continuity between staff may preclude training several individuals to do inspections and plan reviews. The funding of this position will be from the current budget, requiring an internal department transfer. The committee unanimously recommended the adoption of Ordinance 2006-157 as amended, to include a sunset provision of 120 days from date of hire for the position and passage under suspension of the rule. Councilman Orlowski moved that Ordinance No. 2006-157 be amended as discussed in committee. The motion was seconded by Councilman Barker and passed unanimously. Ordinance No. 2006-157 amended. LEGISLATION Ordinance No. 2006-157 introduced by Mayar O'Grady was given its second reading as amended. An ordinance authorizing the Director of Public Safety to appoint a temporary, part-time fire administrator to assist the Fire Chief, establishing a pay range, and declaring an emergency, as amended. Councilman Orlowski moved for suspension of the rule requiring three readings and noted the legislation had been reviewed in committee. The motion was seconded by Councilman Barker and passed unanimously. Councilman Orlowski moved for adoption. The motion was seconded by Councilman Barker and passed unanimously. Ordinance No. 2006-157 adopted. Councilman Barker made a motion to adjourn into executive session to discuss pending litigation Shelly Co. v. City of North Olmsted. The motion was seconded by Councilman Gareau. Roll call: Barker, yes; Gareau, yes; Jones, yes; Orlowski, yes; Ryan, no; Tallon, yes. The motion passed with five yes votes and one no vote. Council adjourned into executive session at 6:43 p.m. at the call of President Kennedy. Council reconvened at 7:05 p.m. at the call of President Kennedy. Councilman Barker made a motion to excuse the absence of Councilman Miller. The motion was seconded by Councilman Orlowski and passed unanimously.
