Council Minutes of 8/15/2006 <br />taxpayers' dollars to this project, and he will not throw away that money and start over. <br />He should have been asked to split the project on August 30, 2005 when Council <br />approved an expanded scope of project that included ADA access with a large second <br />floor caucus room. The reorganization of our city government is moving forward. His <br />intent was to move the Law Director into the executive wing by his offices. That has <br />been completed. In order to do that, the Clerk of Council and the Director of Community <br />Life Services were moved to the other end of the building. It was not a slight, nor was it <br />meant to cause interference. It was the administration trying to operate as efficiently as <br />possible. <br />Councilman Gareau inquired whether a sign had been ordered for placement in front of <br />the fire station construction site:- Mayor O'Grady answered that the Service Director had <br />been presented with a drawing of the sign today. It has been approved and is moving <br />forward. <br />Mayor O'Grady amended his report by stating citizens should be very proud of the North <br />Olmsted City Schools. Of the 25 indicators used by the State to assess performance of <br />schools, the North Olmsted City Schools have accomplished 23 and have received a <br />rating of Excellent. <br />Regarding the test for a new Police Chief, Councilman Ryan asked the Mayor who would <br />be taking the test. Mayor O'Grady replied that it would be the two current Police <br />Captains. <br />Law Director Dubelko: 1) Attended the Westshore Council of Governments meeting in <br />the last week and has spent some significant time the last month on COG matters. COG <br />is purchasing a hazmat vehicle, and he spent some time providing legal advice on the <br />contract itself. <br />2) Assistant Law Director Heyward is in Washington, D.C. this week attending the first <br />week of fair housing investigator training. <br />3) Research projects the Law Dept. is working on include the Mayor's request regarding <br />what the city has to look at in considering a reorganization of various city departments. It <br />is rather complicated as it involves the administration's authority, Council's authority, <br />Civil Service considerations with respect to some departments, and the rights of unions to <br />protect their employees. Other issues in the Law Dept. are the ADA questions that were <br />brought to the forefront at last Council meeting. Those are being worked on by Assistant <br />Law Director Heyward while she is in Washington, D. C. He is reviewing the city's <br />organizational chart as it has been his desire for a long time to get the city's current <br />organizational chart in complete form from a legal perspective. The department is also <br />working with outside counsel, Walter &Haverfield, on AT&T's project Lightspeed <br />proposal. <br />4) The Board of Control approved outside counsel for five different areas of law: civil <br />litigation was awarded to the law firm of Weston Hurd; criminal and traffic prosecutions <br />as needed awarded to attorney Donna Vozar, who is an Assistant Law Director in North <br />Royalton; telecommunications and utilities law was awarded to Walter & Haverfield; <br />workers' compensation law was awarded to Rademaker, Matty, McClelland and Greve; <br />environmental law was awarded to the Calfee law firm.
