~ MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />~rw OF THE CITY OF NORTH OLMSTED <br />FRIDAY, JUNE Z3, 2006 <br />Present: President of Council Kennedy, Council Members Barker, Gareau, <br />Dailey Jones, Miller, Orlowski, Ryan, Tallon <br />Also Present: Mayor O'Grady, Finance Director Copfer, Clerk of Council Seman <br />President Kennedy called the special meeting to order at 5:30 p.m. in Council Chambers, <br />5200 Dover Center Road, North Olmsted, Ohio. <br />All present participated in the recitation of the Pledge of Allegiance. <br />Councilman Ryan asked to be recognized to make the statement that at the last Council <br />meeting he got carried away with his personal remarks in challenging Mr. Gareau on his <br />vote. He apologized to Mr. Gareau and said he respected his vote at all times. <br />Councilman Gareau said the apology wasn't necessary, but he appreciated Mr. Ryan's <br />comments and thanked him. <br />Councilman Tallon said he wished to amend the agenda to allow the Mayor time to make <br />comments before the vote on legislation. It was determined that amending the special <br />Council agenda was not in order. Councilman Gareau suggested, and it was agreed to, <br />that the Mayor could make his comments during debate after the motion to adopt was <br />seconded <br />LEGISLATION <br />Ordinance No. 2006-119 introduced by Mayor O'Grady was given its third reading. An <br />ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2006 as <br />amended. Councilman Tallon moved for adoption, and the motion was seconded by <br />Councilman Miller. Mayor O'Grady thanked Councilman Tallon for providing the <br />opportunity to comment. As communicated to Council, he thinks everyone is on a <br />course towards an unnecessary confrontation on this issue. Clearly there is misperception <br />and misunderstanding on what had transpired in the development of the project and <br />when. Despite the fact that at the last Finance Committee meeting members of Council <br />raised the issue they were not informed both with the cost projections and with the scope <br />of the project, it is unquestioned that Council was in fact informed on both of these points <br />and in detail. On June 28, 2005 all the Council, and almost all the members present this <br />evening, received an e-mail from him specifically stating the cost projections at that point <br />were between two and three hundred thousand dollars. That's precisely where the final <br />bid came in. At a special Council meeting on August 30, 2005, Council adopted <br />Resolution 2005-117.
