Council Minutes of 4/18/2006 <br />system. Ohio is one of five states to use that method, and Ohio relies upon property taxes <br />to fund schools. It is unfair to our children, it's unfair to our property owners, it is <br />unconstitutional. We need to take issue with the Ohio General Assembly and our <br />representatives in Columbus to get that fixed. But until they get it fixed, he asks for <br />everyone's support of our schools and support of the levies on the ballot May 2. <br />Councilman Miller, chairperson of the Cable Advisory Committee: 1) On April 11, the <br />Cable Advisory Committee met to discuss the issue presented in Ordinance 2006-83. <br />This is an ordinance conditionally approving the request for a transfer of control of the <br />cable television franchise from WOW to Avista and declaring an emergency. Mr. <br />Dubelko advised the committee with the assistance of outside counsel. This basically is a <br />change of the pazent ownership of WideOpenWest to Avista. The committee was <br />advised that the appropriate ordinance would be available tonight. The committee <br />recommended approval and asked that it be passed under suspension of the rule. <br />Councilman Gareau, chairperson of the Building, Zoning and Development Committee: <br />1) The BZD Committee met on April 11, 2006. In attendance were committee members <br />Gareau, Miller and Orlowski; Council Members Dailey Jones, Barker, Ryan and Tallon; <br />Law Director Dubelko, Planning Director Wenger, Assistant Building Commissioner <br />Rymarczyk and Human Resources Director Farver. Agenda items: <br />• Exit 2 Storage. A proposal to construct 24 outdoor storage spaces adjacent to its <br />indoor storage units. As he had performed legal services for Exit 2 Storage, he <br />abstained from the discussion and vote and relinquished the chair to Councilman <br />Miller for this section of the committee meeting. Councilman Miller will give the <br />report: <br />Councilman Miller: As it pertains to Exit 2 Storage, a discussion was had and plat maps <br />were provided. There was a review of the landscaping issue. It was felt that the pine <br />trees for the landscaping should at least be considered to be placed closer as the spacing <br />was a bit wide. The committee discussed the maintenance of stored vehicles. Vehicles <br />may azrive in good condition, but over time may become under disrepair and also the <br />covers may come loose. The Law Dept. advised that the city's current codes would be <br />applicable and could address that issue. Another issue was the discussion of boats on <br />trailers-that the stored vehicles would not be boats placed on blocks but rather would be <br />placed on trailers. The Law Dept. asked for time to review that issue, whether or not in <br />fact that would be an RV and appropriate application of the code would apply. Recently, <br />the Law Dept. has indicated that a new issue had arisen in regards to the location of <br />storage. The code requires that storage must occur to the rear of the property, not on the <br />side. However, this particular property is laid out so that there is no rear property, there <br />is only side. That issue requires further discussion, and the Exit 2 Storage proposal <br />remains in committee. <br />l~J <br />7 <br />
