Couacii Minutes of 3/21/2006 <br />was impossible to vote on this issue because it has nothing at all to do with legislation. <br />Council is not preventing the Mayor from doing whatever he wishes to do when it comes <br />to charity. The bottom line is Council should not be considering something involved in <br />the Mayor's business. If the Mayor wishes to do something, fine. We are not here to be <br />running charities. We are not here to be doing things that our body is not supposed to be <br />doing. It is impossible for him to vote on this legislation. The vote on the motion was <br />three yes votes and three no votes and one not voting. President Kennedy cast the tie- <br />breaking vote of yes and commented he felt it was good legislation. It's a shame to him <br />that the event will not be held at Springvale. It could be one of Springvale's biggest <br />events. He understands the real concerns of those who voted no. Resolution 2006-52 <br />was adopted with four yes votes and three no votes. <br />Mayor O'Grady thanked the President for his vote and those who supported it. Next <br />year, the Mayor's Ball will be held at Springvale. It is a wonderful opportunity to <br />showcase a facility that belongs to our city and to market that facility. Just to clarify, no <br />city workers on city time are used for the Mayor's Ball. That's not how it works. It's a <br />private group of citizens to get together and do this. There are no tax dollars that go from <br />the City of North Olmsted towards the Mayor's Ball. The Mayor's Ball is a fundraiser. <br />It raises funds for charities and for community organizations. We in the City of North <br />Olmsted are most assuredly in the charity business. The Dept. of Community Life <br />Services helps needy citizens in the City of North Olmsted. The benefits of this Mayor's <br />Ball will go directly to those needy citizens through our Community Life Services Dept. <br />Councilman Ryan reiterated this has nothing to do with this specific legislation. He has <br />no opinion on it. What he is trying to stress is he believes Council is putting themselves <br />on a path of approving things which he believes are the sole discretion of the <br />administration. Council is the legislative branch of the city and should stay out of this. <br />Ordinance No. 2006-50 introduced by Mayor O'Grady was given its second reading. An <br />ordinance to make appropriations far current expenses and other expenditures far the City <br />of North Olmsted for the year ending December 31, 2006 as amended. Councilman <br />Tallon moved for suspension of the rule requiring three readings, and the motion was <br />seconded by Councilman Ryan. Roll call: Tallon, yes; Ryan, yes; Orlowski, yes; Miller, <br />yes; Jones, yes; Gareau, yes, with comment. He was the only member who voted against <br />the amendment that was made out of committee far this legislation. He still believes that <br />his vote is an appropriate vote for the amendments that were made. However, it bears <br />noting that these are but several thousand dollar issues in a $20 million General Fund, <br />$69 million total budget. He is not going to vote against the budget that we will use to <br />fund the operations of our entire community based upon three or four separate issues <br />about which he has reservations. While those reservations are there, he is compelled to <br />vote for this legislation to move the city forward to allow it to function, to allow it to <br />operate. His reservations will remain, and we will see how things bear out in the future. <br />Roll call continued: Barker, yes. The motion passed unanimously. Mayor O'Grady <br />quoted from a memo from the Police Chief "I would like to indicate that in my proposed <br />budget I did not ask for a third corrections officer. The present proposed budget does not <br />have any money available to be moved into this position. Any money diverted out of any <br />14 <br /> <br />
