Council Minutes of 2/21/2006 <br />Councilman Gareau, chairperson of the Building, Zoning & Development Committee: 1) The <br />committee met on Thursday, February 16. In attendance were committee members Orlowski, <br />Miller and Gareau; Council members Dailey Jones, Barker; Law Director Dubelko and Planning <br />Director Wenger. Agenda items were as follows: <br />H. H. Gregg, 4706 Great Northern Boulevard. The proposal consists of refacing the <br />former Michael's store in the Olmsted Plaza at Great Northern Blvd. along with some <br />minor storefront improvements. Same design and materials of the recently approved <br />Value City Furniture proposal, also soon to be a new tenant, will be incorporated. <br />The resulting development by adding storefront glass, green space adjacent to the <br />building will give it a fresh, rejuvenated look. The city boards and commissions <br />recommended the following: <br />1. The building materials will match Value City Furniture. <br />2. Storefront bollards were to be eliminated or replaced with either brick planters or <br />piers. <br />3. Decorative light fixtures on the building are to be a darker accent color to provide <br />contrast. <br />4. A rowlock over the top soldier course of brick would be added to create a projection. <br />5. The planter areas should have a mix of evergreens and Stella d'Oro daylilies with <br />premium grade ground cover mulch. <br />6. Roof top units are not to be visible or are to be screened. <br />7. Canopy downspouts are to tie into the existing storm sewer system. <br />8. The chain link fence at the rear is to be replaced with a black aluminum double rail <br />fence. <br />9. Utilities are to be placed underground. <br />The applicant was made aware that the city expects the new tenant will comply fully <br />with delivery times given the proximity to adjacent residential areas. The applicant <br />said that deliveries start at 5 a.m., and he was advised him that it cannot according to <br />code. He indicated that he would comply. Planning Director Wenger has been <br />working with the owner of that plaza to give it an up-to-date look. Planning & <br />Design Commission has been working with new tenants to clean it up and give it a <br />fresh look to include landscaping improvements, streetscaping and signage. Those <br />will be submitted to the city under separate proposal by the owner. The committee <br />recommended approval of the project. Councilman Gareau moved that Council <br />approve H. H. Gregg, 4706 Great Northern Blvd., subject to the recommendations of <br />the various city boards and commissions. The motion was seconded by Councilman <br />Orlowski and passed unanimously. <br />• Boss Office Park, 28900 Lorain Road. This project will be directly east of the Rite Aid <br />on Lorain Road. Phase I was started in 1986. The project was approved at that time, and <br />this will be the final phase. It was indicated there would be phases when it was <br />constructed. This phase consists of two buildings and landscape improvements. The <br />applicant has also proposed plan amendments concerning fencing and landscaping. The <br />1986 fence requirement was never built. The applicant proposed eliminating the fence <br />requirement that was previously approved but not constructed. The opinion of the <br />adjacent property owner, the North Olmsted City School District, was sought, and they <br />agreed the fence was not desirable nor needed as it would interfere with potential <br />emergency access and monitoring of students. It was the recommendation of the <br />commission that the fence would no longer be required. The site will be affected by the <br />Crocker/Steams extension as frontage of the property will be taken for a new right turn <br />lane at the nearby intersection.
