Council Minutes of 2/7/2006 <br />® firm, whoever is chosen in the RFP process, to be on boazd while we experience spring <br />rains. <br />Councilman Gazeau, Chairperson of the BZD Committee, commented that he had <br />recused himself from the issue of Emerald Village which had been before the committee. <br />He did not participate in discussion or deliberation and will abstain from a vote because <br />of a conflict of interest as a member of his firm is involved in providing advice to the <br />applicant. <br />Councilman Miller, member of the BZD Committee: 1) The committee met on February <br />6. In attendance were committee members Orlowski and Miller, Council Members <br />Tallon and Dailey Jones, Council President Kennedy, Planning Director Wenger and <br />Assistant Law Director O'Malley. On the agenda was the Emerald Village project, <br />located 30344 Lorain Road. The proposal consists of a new senior housing development. <br />The facility will contain 100 independent living units and 30 assisted living units. The <br />property is zoned for senior residence. The building is a combination of brick and vinyl <br />siding. The landscaping proposal provides for screening and privacy. All of the <br />proposed landscaping shall be installed at the time of the development except for those <br />designated areas in the rear around the walking path where residents will participate in <br />creating flower or vegetable gazdens. The majority of parking is provided in front of the <br />building. Some parking is included in the rear, including a carport azea for residents. The <br />carport is designed to match the azchitecture of the main building. Some landbanked <br />parking has been shown in case the need for more parking arises. A variance of 10 <br />parking spaces is being requested. In addition, 28 spaces will be landbanked as green <br />space. All lighting complies with the code requirements. All outdoor service areas and <br />mechanical equipment are located to the reaz of the building and will be screened from <br />view with fencing and landscaping. Three additional wallpack light fixtures were <br />required by the committee to light the northeast area near the sidewalk leading to the St. <br />Clarence property. A single ground sign will identify the development at the main <br />entrance. Proposed signage meets code requirements. Storm water will be managed by a <br />detention basin on the northeast portion of the site. The detention basin is a dry basin <br />unless there is a heavy rainfall, and then the water accumulates there until it is released <br />into the underground system of the neighboring St. Clarence Church. The committee <br />recommended that a permanent easement for this purpose be filed as there are two <br />separate permanent parcel numbers owned by the same individual. The applicant <br />requested four variances from the committee including front building setback, east side <br />building setback, less pazking than code requires and smaller dwelling units than the code <br />requires. Discussion was had about room size variances being requested. Nineteen <br />rooms were involved in this variance request: four rooms needing a 98 foot variance, <br />four rooms needing a 95 foot variance, one room needs a 37 foot variance, and ten rooms <br />need a 34 foot variance. Planning Director Wenger advised the committee that the <br />current code is somewhat outdated, thus the need for the variances. She further advised <br />Council that this issue is being researched for purposes of updating our code. Thy <br />committee unanimously approved the plans for Emerald Village located at 30344 Lorain <br />Road, and to grant the variances requested subject to the following conditions: <br />6 <br />,, <br />
