Council Minutes of 1/3/2006 <br />lot of gas for heating. She has directed the departments to put in a 40% increase in the <br />budget for gas. Hopefully, the weather will cooperate and the costs will not be as high as <br />predicted. <br />3) PERS is increasing. The employer's portion will be 13.7%, and the employees' <br />contribution will be 9%. Even though it is a small increase, it does have an impact on an <br />$18 million payroll. <br />Councilman Gareau inquired whether the city had policies and procedures with regard to <br />heatning and cooling buildings. Mayor O'Grady said he did not believe acity-wide <br />policy existed, but he thinks it is reasonable and will look into that issue. <br />Council President Kennedy reported on the Committee-of-the-Whole which met on <br />Tuesday, January 3, 2006, to organize the standing committees, appoint Council <br />representatives to various boards and commissions, and to vote on the Rules of Council. <br />Council nominations for standing committees are as follows with the first-named person <br />being the chairperson: <br />Building, Zoning & Development <br />Environmental Control <br />Finance <br />Intra-Governmental Relations <br />Public Safety, Health & Welfare <br />Recreation, Public Parks & Buildings <br />Streets & Transportation <br />President Pro Tem 2006 <br />M.
