Council Minutes of 10/2/2007 <br />Ordinance No. 2007-99 introduced by Councilman Gareau was given its second reading. <br />An ordinance dispensing with a formal RFP process and authorizing the Mayor to enter <br />into an agreement with R.C.U. Architects, Inc. to provide architectural design services for <br />the North Olmsted branch library improvement project and declaring an emergency as <br />amended. Councilman Gareau made a motion to suspend the rule requiring three <br />readings and noted that the legislation had been reviewed in committee. The motion was <br />seconded by Councilman Miller. Roll call: Gareau, yes; Miller, yes; Ryan, yes; Tallon, <br />no, with comment. There was no emergency clause in this ordinance for a specific <br />reason, it's not an emergency. Secondly, we're talking about $700,000 of taxpayers' <br />money going to be spent with the availability of next year's levy passing to pay for this. <br />Theoretically, by passing this, the citizens of North Olmsted will take themselves out of <br />the market for using that money which they're going to be paying for in the levy anyway. <br />So, his thought is the legislation should go to three readings and let the people take a <br />look at it and, if they have any more comments before it goes on third reading, that's fine. <br />But he thinks it's a very important issue. We are talking about $700,000 of taxpayers' <br />money, plus a half mill which is going to be on the ballot next year. If this is passed, we <br />take ourselves out of the market for getting any of that money back. Roll call continued: <br />Barker, yes; Jones, yes; Orlowski, yes. The motion passed with six yes votes and one no <br />vote. Councilman Gareau moved for adoption. The motion was seconded by <br />Councilman Miller. Roll call: Gareau, yes; Miller, yes; Jones, yes; Barker, yes; Tallon, <br />no, with comment. The comment previously stated still stands, but also the fact that he <br />does not believe we are getting our value dollar here. There are way too much in frills in <br />this plan. Therefore, he votes no. Roll call continued: Ryan, yes, with comment. He <br />appreciates those who participated in balancing this. He realizes young families certainly <br />need something at the library to encourage them to come there. But he really likes the <br />idea that our older citizens and those people who are having difficulties coming up to the <br />library are being provided for by including adrive-up window. It is a nice way to <br />balance the overall project so that we try to cover the whole spectrum. That's why he <br />votes yes. Roll call continued: Orlowski, yes. The motion passed with six yes votes and <br />one no vote. Ordinance No. 2007-99 adopted. <br />Ordinance No. 2007-106 introduced by Mayor O'Grady was given its second reading. <br />An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2007 as <br />twice amended. Councilman Tallon moved for suspension of the rule requiring three <br />readings. The motion was seconded by Councilman Ryan and passed unanimously. <br />Councilman Tallon moved for adoption. The motion was seconded by Councilman Ryan <br />and passed unanimously. Ordinance No. 2007-106 adopted. <br />Resolution No. 2007-108 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Mayor to enter into an intergovernmental agreement with the <br />Cuyahoga County Solid Waste Management District in order to participate in the <br />district's program to collect and sell recyclables in the marketplace. <br />14 <br />
