Mr. Gudin said he is concerned that the time frame for the redevelopment is not <br />being disclosed and he did not receive notice of the meeting. Ms. Wenger said that timefrarne is <br />based on the market conditions and developers interests so at this time a timeline can not be <br />forecasted. The city is trying to be in best position possible to start work once an opportunity <br />arises. Mr. Percowski said that in the last three years he has been in his homes its value has <br />decreased. He suggested that the bank told him that if the land is rezoned it ccwld no longer be <br />sold as it is used it could only be sold as zoned. Ms. Wenger advised that even if a lot is rezoned <br />the owner can continue to use it sell it f©r the continued use. However the house would be <br />subject to nonconforming use regulations. <br />Mr. Kolenc said he personally had not been contacted to find out what he wanted and asked <br />when the city was going to contact each owner personally to find out what they want. Mr. <br />O'Malley said that the city was not obliged to give personal notice as there are public notices <br />given i.e. web postings, cable notices ami newspaper. The city has conducted community <br />outreach, meetings held and a steering committee to address the plan. However as a courtesy the <br />Planning & Design Commission went beyond the notice requirements and sent out flyers. Not <br />only was the property owner's along the comdor but any resident of North Olmsted was given an <br />opportunity to participate in prior wings. Mayor O'Grady reminded everyone that the <br />corridor plan is a concept not a project the city is trying to take the steps to find flee developers to <br />develop the area. Owners will be contacted when there is a developer at their door ready to <br />purchase their homes of to discuss purchasing it. The city will continue to move fc~rnvard to do <br />their part in protecting the owner's interests and to provide the most and best options available <br />that they can. <br />Mr. Malone said the city is moving forward as quickly as they can and he commends the <br />Planner, the Mayor and everyone else involved for their efforts in creating the plan as it does <br />create value to the property owners in addition to being the best plan for North Olmsted. Mr. <br />Mahoney felt that the plan was a well thought out plan and the city is staying on task moving <br />forward in a proactive movemem to address both those who want to stay and those who what to <br />leave. The plan will go to Council for final approval and then become a tool for developers to <br />meet the goals of the city for the area. He likes option 2 of the plan as it pertains to the Lorain <br />and Stearns road intersection. Mr. Berko .liked option 1 better as the setback is greater at the <br />int .ion and the openness will so the itrtersection. Mr. Lasko felt~oth options should <br />remain part of the plan to ensure the befit alternatives are available. There should only be sterile <br />flowering trees for maintenance purposes. Mr. Malone said that the corridor should look more <br />like a parkway than a highway wall. From an aesthetic point of view he would encourage using <br />flowering sterile trees along the corridor. <br />J. Lasko moved to adopt the City of North Olmsted Crocker Stearns Corridor Study as <br />prepared by the Urban Design Center received July 11, 2007 with the clarifscation that <br />sterile flower trees be used. The findings of the Planning & Design Commion are that <br />the study as formulated and presented and discussed adequately, fairly and c ely <br />reflects the input of the various study groups and community sessia-ns of the study and in <br />accordance with the provisions of the Master Plan adopted in 2005.
