Council Minutes of 9/18/2007 <br />Councilman Barker commented on the presentation of the rate and operational study by <br />ATS which he felt was one of the best presentations he has ever seen. The facts were <br />given in a way that was understandable. He was impressed with what they had to <br />present, what they said, and how it was presented. Thanks to all who chose this firm. <br />Councilman Orlowski, chairperson of the Public Safety, Health & Welfare Committee: <br />1) Made a motion to dispense with the committee meeting and formal review of liquor <br />permit No. 7148363 for R & J Damoa Corp. DBA Aoeshi, 24539 Lorain Road. This is <br />an application for a change of corporate stock ownership of 500 shares to Jin Sun Kim, <br />formerly known as Jin Sun Choe. Police Lt. Cox has stated there are no violations, <br />nothing pending, and the Police Dept. has no objections to the stock transfer. Second by <br />Mr. Miller. President Kennedy questioned whether a motion was needed. Law Director <br />Dubelko said he did not think Council's rules addressed this, and certainly it hasn't been <br />referred into committee. He thinks it's just through tradition that, when these come in, <br />they are sent to the Safety Committee. He does not think it takes any waiving of rules. If <br />it's Council's choice to not review them in committee and just to take the motion to not <br />oppose on the floor, that's fine. President Kennedy suggested a motion to not object <br />would be sufficient. Councilman Orlowski made a motion that Council not object to the <br />stock transfer for the liquor permit for R & J Damoa Corp., DBA Aoeshi, 24539 Lorain <br />Road. The motion was seconded by Councilman Miller and passed unanimously. <br />2) Made a motion that Council not object to the application for a new DSI license <br />(spirituous liquor for on premises consumption only, beer and wine for on premises and <br />off premises in original sealed containers until 2:30 a.m. for restaurants meeting certain <br />criteria), Permit No. 3303668 for Gourmet Food Concepts, LLC, DBA Rosie's <br />Restaurant, 27350 Lorain Road. The Police Dept. has no objections. The motion was <br />seconded by Councilman Tallon. Roll call: Orlowski, yes; Tallon, yes; Jones, yes; <br />Miller, yes; Ryan, yes; Barker, yes; Gareau, no. The motion passed with six yes votes <br />and one no vote. <br />Council Member Dailey Jones commented, since Resolution 2007-109 is on the agenda, <br />she wanted to make the statement that the Dept. of Housing and Urban Development did <br />do a review of North Olmsted's fair housing program in July. We were found to be doing <br />an excellent job in promoting fair housing throughout the city and handling any <br />complaints that come in through our Law Department. This is an example of a <br />cooperative agreement with the federal government which has really been a benefit to the <br />city and to the residents. This resolution is the final part of our agreement with HUD. <br />She would like to commend all the people who worked on this project for the last few <br />years. <br />LETTERS AND COMMUNICATIONS <br />The Clerk received an a-mail from Councilman Ryan which he asked to be made part of <br />the record but not to be read. <br />6 <br />
