Special Council Minutes of 6/26/2007 <br />Miller and passed unanimously. Councilman Tallon moved for adoption. The motion <br />was seconded by Councilman Gareau and passed unanimously. Ordinance No. 2007-77 <br />adopted. <br />Ordinance No. 2007-79 introduced by Mayor O'Grady was given its second reading. An <br />ordinance extending for a sixty day period the temporary, part-time Fire Administrator <br />position in the North Olmsted Fire Department created by Ordinance No. 2006-157, and <br />declaring an emergency. <br />Councilman Gareau called for a point of order and asked the date of the expiration for the <br />part-time Administrator. Law Director Dubelko believed it was July 9 or the date of <br />appointment of the new Assistant Fire Chief, whichever occurs first. Safety Director <br />Terbrack did not have the exact date, but it was between July 9 and July 15. Councilman <br />Gareau wondered if it would be appropriate to dispose of the legislation this evening <br />through suspension as it would be moot by the first meeting in August. Councilman <br />Miller noted, if another special meeting was to be held regarding a BZD item, it could be <br />dealt with at that time. Councilman Ryan said the issue is never moot. We can always <br />consider giving money to the Fire Dept. if we see a need. He is open-minded. All he <br />asks is the Fire Chief come in and answer some meaningful questions. That's not <br />unreasonable. He thinks the questions were very pointed: who is being hired, what is his <br />experience, what is his involvement with the North Olmsted Fire Department, what has <br />been done to get other candidates, how qualified are those candidates, are we spending <br />our money effectively and what are we doing? The Safety Department has told him this <br />has nothing to do with fighting fires. This does not compromise or interfere at all with the <br />safety of our citizens. This is an administrative post that is very critical because we want <br />to be sure we get the right person to train the new Assistant Chief who could be here for <br />the next 20 years. He thinks that is reasonable. <br />Councilman Gareau said he would withdraw his consideration and let the matter sit to see <br />if something further happens with it between now and July 15. <br />With the agenda being completed, President Kennedy adjourned the special Council <br />meeting at 8:20 p.m. <br />,~! ~ <br />~~ ,, <br />Barbara L.
