Council Minutes of 6/19/2007 <br />included Mr. Tallon's suggestion of actually closing off the children's section with a <br />glass wall. Mrs. Jones was excited that they would shelve off the kids' section so her son <br />Connor would not make it to the fountain all the time. Mr. Gareau was very happy with <br />the proposed changes and was really pushing for more visual objects in the children's <br />section. <br />Councilman Gareau suggested the Mayor communicate with the library about where they <br />go next because they need to get more detail in their renderings if they would like to <br />proceed with Council approval this year. Mayor O'Grady noted the proposed <br />improvements included the enhancements to the exterior with the additional sidewalk <br />with the fencing. President Kennedy agreed that was discussed, but there were questions <br />asked and it needs to be discussed again. Councilman Gareau said that issue needed to be <br />presented as a proposal so Council can begin to take the steps to address it. Councilman <br />Tallon said there were several questions asked and proposals asked about. The architects <br />said they were glad to take that back and get costs on the proposals. The project did not <br />include any fencing. At the next meeting, the architects will include some of the <br />suggestions made by Council and the fencing with costs. The proposal presented was <br />approximately $500,000, not including the professional fees. <br />2) The Committee-of--the-Whole also met on June 12 to discuss two items: tabling of old <br />pending legislation; e-mail records retention. Present were President Kennedy and <br />Council Members Barker, Jones, Orlowski and Tallon; Law Director Dubelko. After brief <br />discussion of pending legislation, the committee unanimously agreed to table various <br />legislation. (Legislation to be tabled is on the Council agenda.) The committee discussed <br />e-mail records retention. E-mails made by public officials are similar to writing a letter. <br />They must be retained as part of the public record for a certain amount of time. E-mails <br />fall into three different categories: transient, intermediate and permanent-based on the <br />importance of the e-mail. Council needs to put a plan in place and submit that to the <br />State for approval. After some discussion, Council decided that the Clerk of Council <br />would put together a plan to be submitted to the State of Ohio. <br />Councilman Tallon, on behalf of Councilman Miller, gave the report for the <br />Environmental Control Committee: 1) On Monday, June 4, 2007, the Environmental <br />Control Committee met to discuss Ord. 2007-38, an ordinance creating new Chapter 913 <br />of the Streets, Utilities and Public Services Code, entitled "Fats, Oils and Grease - <br />Interceptor Installation and Waste Disposal," and amending Section 911.12(c)(3) and <br />repealing Section 911.12(e) of the North Olmsted Codified Ordinances. In attendance, <br />were committee members and Council Members, Barry Grisez from the County Board of <br />Health, Environmental Health Services and Sharon Schlemmer, Pretreatment Coordinator <br />from the WWTP. As a result of questions asked at a previous committee meeting, the <br />following clarifications were made: This ordinance does not affect any current <br />regulations related to discharge of gasoline, benzene, or other flammable or explosive <br />liquids as mentioned in 911.12(c)(2). A discussion was had about 911.12(c)(3). The <br />proposed ordinance, if adopted, would provide that the allowed amount of free oils, <br />emulsified oils, and grease would be nearly tripled from 100 parts per million to 250 parts <br />per million or 833 pounds per million gallons to 2,085 pounds per million gallons.
