Council Minutes of 5/1/2007 <br /> <br />members Barker, Gareau and Dailey Jones; Council President Kennedy and Council <br />members Orlowski and Tallon; Directors Dubelko, Dailey, Terbrack and Wenger; Chiefs <br />Klecan and Wozniak; John Sindyla from T-Mobile and guests. Agenda items included <br />the following: <br />• Resolution 2007-45, a resolution authorizing the Community Life Services <br />Director to purchase vehicles and related equipment for Springvale Golf Course <br />through the State Purchase Program; further authorizing the Mayor to execute all <br />documents necessary to effectuate such purchases; and declaring an emergency. <br />To meet Springvale maintenance needs, it has been recommended to purchase a <br />Toro Groundmaster 355-D from Century Equipment (State Contract # 777515C) <br />and a New Holland TL45SDA Tractor from West Shore New Holland, Inc. (State <br />Contract # 77515P}. The purchase price of the Groundmaster with a three deck <br />mowing system is $27,498.80 and the New Holland is $23,070.90. There is a <br />trade-in of a 1984 Ford 2110 Tractor of $2,500.00. No bidding process is <br />required as the equipment is being purchased through the State Purchase Frogram. <br />The purchase of this equipment was discussed during the budget hearings. The <br />committee unanimously recommended approval of the legislation and passage <br />under suspension of the rule. <br />• Ordinance 2007-41, an ordinance authorizing the Mayor to enter into a ground <br />lease with option agreement with T-Mobile and approving site development to <br />locate a cellular monopole tower and facilities at Fire Station #2, and declaring an <br />emergency. T-Mobile presented plans fora 38' by 58' compound with a 8' vinyl <br />fence surrounding that compound, located on the eastern side of the Fire Station <br />property behind the building, 15 feet north of the dumpster enclosure and <br />approximately 25 to 30 feet from the eastern property line to the fence of the <br />compound and then about 15' to the pole. Tress would be planted to help screen <br />the rear yards of Elmhurst. The tower would have a 140' monopole antenna with <br />three stages at various heights to co-locate other providers in the future; the <br />antennas would be visible and mounted on platforms. 'This cell tower would be <br />similar to the one located at Clague Park. The City would receive $1,800 per <br />month from T-Mobile. If other providers decide to locate on this tower, T-Mobile <br />would pay the City one-half of the amount negotiated by T-Mobile. The funds <br />coming from this tower would be split with 75% going to Recreation and 25% <br />going to Economic Development. Another suggestion was to build a "flag pole" <br />antenna that would have the antennas on the inside of the pole and would not be <br />visible. T-Mobile has also agreed to allow the city to mount antennas on the pole <br />in the future to help with our communication needs. Sixteen letters went out <br />announcing this meeting and seven property owners from Elmhurst and <br />Whitehaven attended, and most were not happy with the possible construction of <br />the cell tower. Many suggestions were made regarding different locations for the <br />antenna-not only on the Fire Station property but also the possibility of other <br />properties in the area, to the western property line and north on the Fire Station <br />property, near Chestnut Elementary School, Stearns Road and other areas. Last <br />year, a cell tower proposal was brought to Council by another provider asking for <br />the placement to be in North Olmsted Park. The majority of Council was not in <br />6 <br />
