<br />MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />MARCH 27, 2007 <br />Present: President of Council Kennedy; Council Members Barker, Gareau, <br />Dailey Jones, Miller, Orlowski, Ryan, Tallon <br />Also Present: Mayor O'Grady, Law Director Dubelko, Finance Director Copfer, Clerk <br />of Council Seman <br />Council President Kennedy called the special City Council meeting to order at 7:25 p.m. <br />Members of the audience were invited to join Council in the recitation of the Pledge of <br />Allegiance. <br />FINANCE COMMITTE„E ~RE~~P4RT <br />Councilman Tallon, chairperson of the Finance Committee: 1) The Finance Committee <br />met this evening, March 27, 2007. Agenda items were as follows: <br />• Ordinance 2007-28, an ordinance providing for the issuance and sale of $112,000 <br />of bonds. A brief discussion was held with the Community Life Services Director <br />and the Finance Director. All questions asked were answered. The committee <br />voted 2-1 to recommend approval of Ordinance 2007-28 to City Council. <br />• Ordinance 2007-29, a salary range ordinance for the City of North Olmsted. <br />After a brief discussion and clarification by the Finance Director, the committee <br />voted 2-1 to recommend approval of Ordinance 2007-29 to City Council. The <br />committee voted 2-1 to recommend passage of Ordinance 2007-29 under <br />suspension of the rule. <br />2) The committee also discussed Ordinance 2007-17, the 2007 appropriations ordinance. <br />A list of additional corrections that should be made to the ordinance was presented by the <br />Finance Director and discussed by the committee. Questions were asked and answered. <br />The committee meeting adjourned at 7:12 p.m. Councilman Ryan noted for the record <br />that he did not make any of the motions or the seconds at the Finance Committee <br />meeting, and he was the no vote that was documented on the motions. <br />Councilman Tallon made a motion to suspend Council Rule 13 A, which requires that the <br />Finance Committee must approve any recommendation for additional monies or revisions <br />of the budget. The motion was seconded by Councilman Gareau. Roll call: Tallon, yes; <br />Gareau, yes; Miller, no; Jones, yes; Orlowski, no; Barker, yes; Ryan, no. The motion <br />passed with four yes votes and three no votes. <br />Councilman Tallon made a motion to amend Ordinance 2007-17 with the technical and <br />additional corrections presented to Council this evening. Law Director Dubelko <br />suggested the motion include all the changes that are reflected in Ordinance 2007-17 as <br />
