MINUTES OF THE SPECIAL MEETING OF THE COUNCIL OF THE CITY OF NORTH OLMSTED MARCH 27, 2007 Present: President of Council Kennedy; Council Members Barker, Gareau, Dailey Jones, Miller, Orlowski, Ryan, Tallon Also Present: Mayor O'Grady, Law Director Dubelko, Finance Director Copfer, Clerk of Council Seman Council President Kennedy called the special City Council meeting to order at 7:25 p.m. Members of the audience were invited to join Council in the recitation of the Pledge of Allegiance. FINANCE COMMITTE„E ~RE~~P4RT Councilman Tallon, chairperson of the Finance Committee: 1) The Finance Committee met this evening, March 27, 2007. Agenda items were as follows: • Ordinance 2007-28, an ordinance providing for the issuance and sale of $112,000 of bonds. A brief discussion was held with the Community Life Services Director and the Finance Director. All questions asked were answered. The committee voted 2-1 to recommend approval of Ordinance 2007-28 to City Council. • Ordinance 2007-29, a salary range ordinance for the City of North Olmsted. After a brief discussion and clarification by the Finance Director, the committee voted 2-1 to recommend approval of Ordinance 2007-29 to City Council. The committee voted 2-1 to recommend passage of Ordinance 2007-29 under suspension of the rule. 2) The committee also discussed Ordinance 2007-17, the 2007 appropriations ordinance. A list of additional corrections that should be made to the ordinance was presented by the Finance Director and discussed by the committee. Questions were asked and answered. The committee meeting adjourned at 7:12 p.m. Councilman Ryan noted for the record that he did not make any of the motions or the seconds at the Finance Committee meeting, and he was the no vote that was documented on the motions. Councilman Tallon made a motion to suspend Council Rule 13 A, which requires that the Finance Committee must approve any recommendation for additional monies or revisions of the budget. The motion was seconded by Councilman Gareau. Roll call: Tallon, yes; Gareau, yes; Miller, no; Jones, yes; Orlowski, no; Barker, yes; Ryan, no. The motion passed with four yes votes and three no votes. Councilman Tallon made a motion to amend Ordinance 2007-17 with the technical and additional corrections presented to Council this evening.
