Council Minutes of 12/16/2008 <br />Councilman Kearney, chairperson of the Public Safety, Health & Welfare Committee: 1} <br />The committee met on December 8, 2008 at 7 p.m. Present were committee members <br />Orlowski, Mahoney, and Kearney; Council Members Gareau and Barker; the Mayor, <br />Law Director, Finance Director, Safety Director, Police Chief, Fire Chief, and Assistant <br />Chief; numerous members of the Police and Fire Departments and guests. Agenda items <br />included the following: <br />• Ordinance 2008-155, sponsored by the Mayor, amending Sections 3 and 8 of <br />Ordinance No. 2002-103 which inter alia established fees and charges for <br />emergency medical services rendered by the North Olmsted Fire Department as <br />previously amended by Ordinance No. 2002-154 in order to increase fees and <br />charges and further provide for all billing revenues to be paid into the General <br />Fund. This new ordinance would bring up the rates: basic life support from $350 <br />to $450; basic life support with oxygen from $370 to $470; advanced life support <br />from $450 to $600; one-way mileage from $6 to $10. Presently 75% of this fund <br />that is garnered from residents goes to the General Fund, and 25% of it goes to a <br />special fund established for emergency medical services. All the monies garnered <br />from non-residents presently goes to the Hotel-Motel Fund and are used only for <br />the purchase of safety equipment. This ordinance states that all funds received by <br />the city from emergency medical services and ambulance transportation shall be <br />designated to the General Fund and expended to meet any of the general needs of <br />the city. Pros and cons were discussed. In committee, Councilman Kearney <br />made a motion to recommend approval of the ordinance to Council, and the <br />motion was seconded by Councilman Mahoney. The committee voted 2-1 to <br />recommend approval, with Councilman Orlowski voting no. Councilman <br />Kearney moved to amend Ordinance 2008-155 to add an emergency clause. The <br />motion was seconded by Councilman Mahoney and passed unanimously. <br />Ordinance No. 2008-155 amended. <br />• Ordinance 2008-1 S9, sponsored by the Mayor, establishing the organization of the <br />Fire Division of the Department of Public Safety and declaring an emergency. <br />Ordinance 2008-160, sponsored by the Mayor, establishing the organization of the <br />Police Division of the Department of Public Safety and declaring an emergency. <br />Pros and cons were discussed. The committee unanimously voted to hold both <br />ordinances in committee. <br />2) The Public Safety Committee met on at 8 p.m. on December 15 to discuss Ordinances <br />2008-159 and 2008-160. Present were committee members Kearney, Orlowski, <br />Mahoney; all of Council; the Mayor, Safety Director, Law Director, Human Resources <br />Director, Police Chief, Assistant Fire Chief; guests. Once again, pros and cans were <br />discussed. Councilman Kearney asked the committee to recommend approval to Council <br />of each ordinance separately.
