Council Minutes of 12/2/2008 <br />LEGISLATION <br />Resolution No. 2008-110 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for lawn <br />mowing services in accordance with plans and specifications on file in his office and <br />further authorizing the Mayor to enter into an agreement for said services with the lowest <br />and best bidder, subject to approval by the Board of Control. Councilman Gareau moved <br />for adoption, and the motion was seconded by Councilman Barker. Roll call: Gareau, <br />no; Barker, yes; Kearney, no; Mahoney; no; Jones, no; Ryan, no; Orlowski, no. The <br />motion failed with six no votes and one yes vote. Resolution No. 2008-110 not adopted. <br />Resolution No. 2008-127 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids far brush <br />removal services for residents as part of a new city program that would provide preferred <br />pricing for such services from a private contractor, all in accordance with plans and <br />specifications on file in his office, and further authorizing the Mayor to enter into an <br />agreement for the establishment of said program with the lowest and best bidder, subject <br />to approval by the Board of Control, as amended. Councilman Gareau moved for <br />adoption, and the motion was seconded by Councilman Barker. Roll call: Gareau, yes; <br />Barker, yes; Ryan, no; Kearney, no; Orlowski, no; Jones, no; Mahoney, yes. The motion <br />failed with four no votes and three yes votes. Resolution No. 2008-127 not adopted. <br />Resolution No. 2008-128 introduced by Mayor O'Grady was given its third reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for snow <br />plowing services in accordance with plans and specification on file in his office and <br />further authorizing the Mayor to enter into an agreement for said services with the lowest <br />and best bidder, subject to approval by the Board of Control. Councilman Gareau moved <br />for adoption, and the motion was seconded by Councilman Barker. Roll call: Gareau, <br />no, with comment. This legislation would provide for contract snow plow removal <br />service within the city in the event that our employee force is not capable of handling a <br />particular snow event, but he thinks we're capable of handling it. We have the <br />manpower; we have the equipment. It was made perfectly clear in the committee <br />meetings, and to Mr. Herbster he gives credit for hearing his message, that this is an <br />example where, if we don't all step up and we don't all pitch in, somebody else will be <br />providing this type of service. That's not the direction he wants to go with this particular <br />service. ~Ve are on shift work right now, and he hopes, when those snowflakes fly, and <br />the phone rings at two in the morning, the employees are stepping up and coming in to <br />work. He thinks Mr. Herbster has made it clear and that he's expressed that to those <br />folks. Some of them are in the room tonight. Let's really get at it; do a great job and this <br />legislation will never see the light of day again. Roll call continued: Barker, yes; Ryan, <br />no, with comment. He thinks there are certain things in this community that we have to <br />keep within our city control ourselves-they're just necessary. Police and fire are just <br />necessary. Snow removal is necessary. A fleet of cars for our administration to drive <br />around is not necessary. Springvale is not necessary. Roll call continued: Orlowski, no; <br />Mahoney, no; Kearney, no; Jones, no. The motion failed with six no votes and one yes <br />vote. Resolution No. 2008-128 not adopted. <br />15 <br />
