<br />Roll call continued: Gareau, yes; Jones, yes. The motion passed with six yes votes and
<br />one no vote. Ordinance No. 2008-142 adopted.
<br />Ordinance No. 2008-143 introduced by Council Members Barker, Jones, Kearney,
<br />Mahoney, and Orlowski was given its second reading. An ordinance establishing and
<br />fixing the compensation for the Ward Council Members of the City of North Olmsted for
<br />the term of office commencing January 1, 2010 and ending December 31, 2013, and
<br />declaring an emergency, as amended. Council Member Dailey Jones moved for
<br />suspension of the rule requiring three readings noting the legislation had been heard in
<br />committee, and the motion was seconded by Councilman Orlowski. Roll call: Jones,
<br />yes; Orlowski, yes; Ryan, no; Kearney, yes; Mahoney, no; Gareau, yes; Barker, yes. The
<br />motion passed with five yes votes and two no votes. Council Member Dailey Jones
<br />moved for adoption, and the motion was seconded by Councilman Orlowski. Roll call:
<br />Jones, yes; Orlowski, yes; Gareau, yes; Barker, yes; Kearney, yes; Mahoney, yes; Ryan,
<br />no, with comment. He's lived in this city 37 years, had the privilege of raising a family
<br />here, and he truly cares for this community. He is a big fan of public service. He spent
<br />three years on the Planning Commission and never got paid. His position is the economy
<br />is so bad, it's so difficult for the city, and he thinks all the Council people should get zero
<br />for the next four years. The motion passed with six yes votes and one no vote.

<br />Ordinance No. 2008-144 introduced by Council Members Barker, Jones, Kearney,
<br />Mahoney, and Orlowski was given its second reading. An ordinance establishing and
<br />fixing the compensation for the Director of Law of the City of North Olmsted for the
<br />term of office commencing January 1, 2010 and ending December 31, 2013, and
<br />declaring an emergency, as amended. Council Member Dailey Jones moved for
<br />suspension of the rule requiring three readings noting the legislation had been discussed
<br />in committee, and the motion was seconded by Councilman Kearney. Roll call: Jones,
<br />yes; Kearney, yes; Mahoney, no; Gareau, yes; Orlowski, yes; Ryan, yes; Barker, yes.
<br />The motion passed with six yes votes and one no vote. James Dubelko, 6051 Sandpiper
<br />Lane, who is currently serving as the city's Law Director, commented he would like
<br />Council to remember that they are significantly reducing the Law Director's salary for
<br />the next term, and he does not have any opposition to it. In fact, he has supported it. But
<br />he has supported it with the understanding that Council remembers to preserve the Law
<br />Department, the institution that he has tried to establish in the last seven years. And that
<br />is having a full-time secretary so that anytime something comes into City Hall of a legal
<br />nature, there's somebody to receive it and to deal with it from an administrative
<br />viewpoint. And also to try to preserve the full-time Assistant Law Director so that the
<br />administration in particular can have the benefit of a full-time legal person on site. He
<br />has learned in the last seven years a lot of things come up on a day-to-day basis that City
<br />Council is not aware of that somebody in the Law Dept. needs to wrestle with, often
<br />giving an answer in a very short period of time. He also hopes that Council will
<br />remember to preserve the institutionalized RFP process for outside counsel. The law is
<br />becoming more and more difficult as time goes on, and it's important the Law Director,
<br />City Council, and the administration recognize a lot of the services that need to be
<br />delivered to this city government need to come from outside services. He has identified
