Council Minutes of 9/16/2008 <br /> <br />Councilman Mahoney, chairperson of the Recreation, Public Parks and Buildings <br />Committee: 1) The committee met on September 9, 2008. Present were committee <br />members Mahoney and Nicole Dailey Jones, President of Council Kennedy and <br />Councilmen Barker, Orlowski, Gareau, Kearney; Service Director Limpert, Safety <br />Director Thomas, Planning Director Wenger, Community Life Services Director <br />Dailey, Recreation Commissioner DiSalvo, Assistant Recreation Commissioner <br />Drenski, and Springvale Manager Young. The purpose for the meeting was a <br />quarterly update for the Recreation Center and Springvale Golf Course and to <br />address any outstanding ADA issues per the 2007 study that had been conducted on <br />behalf of the city. <br />• Ted DiSalvo, Recreation Commissioner, opened the meeting and provided a <br />year-to-date financial report. A green sheet was distributed to all of Council <br />and those in attendance indicating the income for the Recreation Center and <br />then a white sheet was handed out indicating the expenses. Mr. Di5alvo <br />provided a breakdown for the revenue and the income as it pertains to the <br />pool, the rink, the tennis courts, the gymnastics, team sports, and the <br />enrichment programs. Mr. DiSalvo indicated that the Recreation Center was <br />right on target for budget projections in terms of the revenue and had the <br />opportunity to explain any variances. Mr. Barker inquired as to the revenue <br />and team sports and why it was significantly lower than predicted by way of <br />the budget. Mr. DiSalvo explained that they had planned certain Corn Hole <br />tournaments and that, based on the lack of success for the tournaments, they <br />were cut out altogether and the city gave up on them. Apparently, Corn <br />Hole is a game played. in bars and involves the consumption of alcohol <br />according to Mr. DiSalvo. Mr. DiSalvo then informed that the expenses are <br />a little bit more difficult to explain as it pertains to the Recreation <br />Department. He indicated that to evaluate whether the Rec Center and <br />department is on target for budget projections can be challenging because of <br />the way the bills come in. The chart he provided, which is available (along <br />with the other information that was handed out) at the Recreation Center <br />through Mr. DiSalvo, provided year-to-date actual expenses along with <br />target expenses. He had the opportunity to explain to the satisfaction of <br />Council any variances in those expenses. There were some indications that <br />we were running over budget as it pertains to the Recreation Center and <br />Recreation Department. His opinion as the Rec Commissioner is that we <br />were still going to end up okay for the end of the year. Ms. Betsy Drenski <br />supplied a lot of information as it pertains to the operation of the ice rink. <br />She indicated the ice rental this year is better than last year because <br />Winterhurst in Lakewood was down for the summer. In response to an <br />inquiry from Council members, she provided a detailed description of who <br />primarily rents our ice, what organizations they are and when they use the <br />ice. In connection with questions from Mr. Barker, Mr. Gareau and Mr. <br />Kennedy, she indicated that the North Olmsted Schools use the rink but that <br />they are not charged for the rental of the rink. Apparently, no written <br />agreement has existed between the schools and the city; but Mr. Gareau <br />pointed out that there is a reciprocity agreement.
