Council Minutes of 9/16/2008 <br />adoption. The motion was seconded by Councilman Barker and passed unanimously. <br />Ordinance No. 2008-108 adopted. <br />Ordinance No. 2008-109 introduced by Mayor O'Grady was given its second reading. <br />An ordinance to make and transfer appropriations for current expenses and other <br />expenditures for the City of North Olmsted for the year ending December 31, 2008, as <br />amended. Councilman Gareau moved for suspension of the rule requiring three readings <br />noting the legislation had been reviewed in committee and that this issue concerns <br />outstanding immediate financial obligations that have to be satisfied. The motion was <br />seconded by Councilman Kearney and passed unanimously. Councilman Gareau moved <br />for adoption. The motion was seconded by Councilman Kearney and passed <br />unanimously. Ordinance No. 2008-109 adopted. <br />Resolution No. 2008-114 introduced by Mayor O'Grady was given its second reading. A <br />resolution authorizing the Mayor, on behalf of the City of North Olmsted, to enter into an <br />agreement with the Board of Cuyahoga County Commissioners to receive funds from the <br />FY2007 State Homeland Security Grant Program allotted for Citizen Emergency <br />Response Team (CERT) equipment and training expense reimbursement, and declaring <br />an emergency. Councilman Kearney moved for suspension of the rule .requiring three <br />readings noting the legislation had been heard in committee. The motion was seconded <br />by Councilman Mahoney and passed unanimously. Councilman Kearney moved for <br />adoption. The motion was seconded by Councilman Mahoney and passed unanimously. <br />Resolution No. 2008-114 adopted. <br />Ordinance No. 2008-118 introduced by Mayor O'Grady on behalf of himself and Council <br />Members Dailey Jones and Barker was given its second reading. An ordinance <br />authorizing the Director of Public Service to request proposals for professional consulting <br />engineering services for the city's Division of Engineering; further authorizing the <br />Mayor, subject to approval of the Board of Control, to enter into an agreement with the <br />firm selected in the RFP process; and declaring an emergency. <br />Resolution No. 2008-119 was introduced and placed on first reading by Councilman <br />Kearney on behalf of himself, the Mayor, and the entire City Council. A resolution in <br />support of Red Ribbon Month in October which focuses parents, educators and <br />community members on alcohol and drug prevention and is a call to action to students to <br />saying "No" to drugs and alcohol and declaring an emergency. Councilman Kearney <br />moved for suspension of the rules requiring three readings and committee review noting <br />the topic had been discussed in committee. The motion was seconded by Councilman <br />Gareau and passed unanimously. Councilman Kearney moved for adoption. The motion <br />was seconded by Councilman Mahoney and passed unanimously. Resolution <br />No. 2008-119 adopted. <br />Ordinance No. 2008-120 was introduced and placed on first reading by Mayor O'Grady. <br />An ordinance dispensing with an RFP process and authorizing the Mayor to enter into a <br />contract with Johnson, Miller & Schmitz LLP providing for the latter to continue to serve <br />as the city's labor negotiator, and declaring an emergency. <br />17 <br />
