Council Minutes of 8/19/2008 <br /> <br />a sufficient financial picture for next year, Council felt that it was not the time to <br />be giving mid-year raises. The committee felt that the pay raise increase for those <br />positions should be removed from the transfer ordinance, and that was done. <br />There are approximately 53 changes in the transfer ordinance in addition to Dr. <br />Thomas' travel and the $137,000 transfer for Cook-Stearns. The committee was <br />provided and given a full overview of each change. The worksheet that was <br />provided will become part of the minutes. The committee, after a motion by <br />Councilman Gateau and a second by Councilman Barker, voted 3-0 to <br />recommend approval as amended. The amendments were those that were brought <br />forward originally in the ordinance and the Safety Director's travel, the Cook- <br />Stearns cost, and the removal of any pay increases for non-bargaining secretaries, <br />directors and administrative assistant. The committee by a vote of 3-0 did <br />recommend suspension given the fact that this was waiting while Council was on <br />vacation in July. Councilman Gateau made a motion to amend Ordinance 2008- <br />98 as presented to City Council in its final form, anal the motion was seconded by <br />Councilman Barker. Roll call: Gateau, yes; Barker, yes; Jones, yes; Orlowski, <br />yes; Kearney, yes; Mahoney, yes; Ryan, no. The motion passed with six yes <br />votes and one no vote. Ordinance No. 2008-98 is amended. <br />• Discussions of two items on the agenda, the engineering analysis and a financial <br />update, were postponed until the next committee meeting due to the late hour. At <br />the beginning of the year, the Mayor presented a desire to achieve a $200,000 <br />savings in annual engineering costs through using an outside service as opposed <br />to in-house engineering. Council will get an update to see how we stand on those <br />expectations. The Finance Director has distributed a quarterly financial analysis <br />which will be discussed at the next meeting. <br />Council Member Dailey Jones, member of the Building, Zoning & Development <br />Committee, reported on the committee meeting of August 6, 2008. The meeting began at <br />7:30 p.m. Present were committee members Barker, Gateau and Jones; Council members <br />Kearney, Mahoney and Orlowski; the Mayor; Law Director Dubelko; Safety Director <br />Thomas and guests. The BZD Committee agreed to hold this meeting at her request, per <br />resident concerns over the proposed group homes on MacKenzie Road. It had come to <br />her attention that some residents were concerned about the possibility of two homes on <br />MacKenzie being renovated for the purpose of housing ex-convicts, which is against our <br />city ordinance. After much research, it was determined that the homes were purchased <br />by Bethesda Lutheran Homes and were not to be occupied by ex-convicts but by people <br />who have developmental disabilities. Also in attendance at the committee meeting were <br />representatives from Bethesda and Ann Weisent, a representative from the Ohio State <br />Department of Mental Retardation and Developmental Disabilities (MRDD). In addition, <br />there was representation from the Cuyahoga County Board of MRDD. The Mayor, Law <br />Director and Safety Director all spoke on the issue before Council and the residents. Ms. <br />Weisent explained the licensing procedure that the State uses following the Ohio <br />Administrative Code. She explained that in order for a home to be licensed by the State, <br />the home has to have four or less people living in it. The homes are evaluated by <br />inspectors every one to three years.
