<br />Council Minutes of 8/5/2008 <br /> <br />rink compressors. The quote for a new compress was $7,000, not $75,000. She is <br />wondering which figure was correct. <br />Mayor O'Grady answered his figure, of course, was correct. He believes the $7,000 is <br />for the repair of a compress, but a replacement would be $75,000. <br />3) Terry Groden, 25211 Chase Drive, spoke about the one hundred year storm three years <br />ago this month and how numerous homes were flooded in Deerfield Park. He appreciates <br />the work of the Service Department for their diligence in Deerfield Park for preparing for <br />threatening weather and acting during inclement weather situations to make sure the <br />homes stay dry. He thinks the city has been working toward a final solution to the I & I <br />(inflow and infiltration) problems. The debris in the ditches was one major factor in the <br />flooding of 2005, especially in the Hall Ditch were 200 tons of debris was pulled out. He <br />questioned if the city was maintaining the ditches and whether Westlake was maintaining <br />the Hall Ditch. <br />Councilman Barker said the Hall Ditch runs under Claque into Westlake where we rebuilt <br />Westlake's side with a stone banking. He drives by there everyday and frequently asks <br />Mr. Limpert to make sure we are asking Westlake to keep it clean. North Olmsted <br />cleaned it the first time a couple of years ago, and Westlake has cleaned it twice in the <br />last two years. <br />Service Director Limpert said the August 2005 storm was actually a one thousand year <br />storm event, which means there was a .1 % of a chance of a storm happening in any given <br />year. He believes 3 '/o inches of rain fell in 20 minutes. We have been keeping up with <br />our ditches very well. In fact in some respects we are keeping up with them too well <br />because now, rather than sluggish water, we're starting to face erosion problems because <br />of the volume that is moving through. We are monitoring it closely. The city is planning <br />on doing some modifications in the reorganization of the Wastewater Plant to better <br />utilize some of the manpower to not only keep track of the ditches but also direct them <br />into attacking the I & I issues which are still plaguing the city. A lot of information is <br />coming out in the very near future as much has been going on besides putting pumps out <br />and taking pumps in. We are very close to having a plan to put before Council which <br />should eliminate the need for such things. <br />Councilman Ryan, noting the recent increase in sewer rates, asked for information as to <br />what the city is doing with the money so that Council can respond to their constituents' <br />questions. <br />Mr. Limpert said the planning stages of a complete modernization of the plant and also <br />addressing getting on line a true I & I program is proceeding. The EPA is very strong on <br />having that eliminated, which would be difficult, but the city is going to make great <br />progress. Thanks to Council for their support. <br />Mayor O'Grady noted, although we have had an increase in rates, North Olmsted <br />residents are paying less than the Regional Sewer District.
