<br />Council Minutes of 5/6/2008 <br />2) A Recreation, Public Parks & Buildings Committee meeting was held at 8 p.m. on April 24, <br />2008. Present were committee members Mahoney, Dailey Jones and Ryan; President of Council <br />Kennedy, Councilmen Barker, Jones, Orlowski, Gareau, and Kearney; the Mayor, Law Director <br />Dubelko, Finance Director Copfer, Human Resources Director Farver, Planning Director <br />Wenger, and Community Life Services Director Dailey. Discussed was the Recreation plan <br />submitted by the city administration. The Recreation plan itself was unveiled at a prior meeting <br />of the Recreation Committee which was held on April 10, 2008. Supplemental materials and <br />information was provided by the administration at this April 24 meeting. This documentation <br />was delivered in response to questions from committee and Council members which were raised <br />at the meeting of April 10. The packet included 10 items: a comparison of the financing <br />alternatives prepared by National City Investments Inc.; a letter from Silverlode Consulting, <br />indicating the positive impact of a high quality community recreation center for a city; a <br />projection from Mr. Gary Chips of the Regional Income Tax Agency detailing the expected <br />additional revenue from the proposed 1/8 of 1% tax increase; a Recreation Center daily revenues <br />report for January, February and March 2008; a graph indicating the participation in the learn-to- <br />skate program from the calendar year 2000 to the present year; a yearly attendance schedule for <br />the Friday night skate programs from 2002 to present year; a spreadsheet of the YMCA rates <br />with resident discount, and that was largely based on the 2008 Lakewood rates for the Lakewood <br />YMCA; a programming comparisan chart which attempted to provide examples of cost between <br />our recreation programs, a YMCA run recreation program, and programs at other area facilities; <br />a frequently asked question flyer that was used by the YMCA in the city of Avon, presumably <br />used by the YMCA in support of their recreation ballot Issue 35 in Avon; a supplemental <br />information packet regarding park and recreations implementation plan. Also provided by the <br />administration was a summary of the park and recreations plan, which was distributed to both <br />Council Members and members of the general public. The document sought to condense the <br />presentation made at the meeting of April 10 and was generated to assist those residents who did <br />not attend that first meeting. Thanks should go to~Planning Director Wenger for preparing that <br />summary. The April 24 meeting followed the same basic format as its predecessor. Questions <br />were presented to members of the administration first by members of the Recreation Committee, <br />followed by inquiries from all of Council. At approximately 8:50 p.m., members of the general <br />public were invited to present their questions and/or comments. The topics for discussion were <br />numerous and varied. Anyone who wishes to have an audio copy of the meeting can provide a <br />blank CD to the Clerk of Council, and a copy will be made. The meeting was adjourned at 9:50 <br />p.m. No new committee meeting was scheduled on the Recreation proposal as it is anticipated <br />the legislation is being introduced at the May 20, 2008 Council meeting. Appropriately, a <br />committee meeting will be set after that legislation is forwarded to Council. <br />Mayor O'Grady commented that it is his expectation the city of Lakewood citizen discount is <br />going to be very different from what we get here. The city of Lakewood's participation in the <br />YMCA building was minimal, and that will not be the case in North Olmsted. Additionally, he <br />asked that members of Council not speak out against the proposal as negotiations are not <br />concluded and, when it is received by Council from the administration, there will be committee <br />discussions. <br />President Kennedy announced a public hearing June 17 at 7:15 p.rn. with regard to Ordinances <br />2008-56 and 2008-72. (He inquired of the Law Director whether a public hearing for both items <br />could be held at one time. The Law Director said it could be set for the same time.) <br />11 <br />,~~.,, <br />
