Council Minutes of 4/15/2008 <br />committee members Jones, Kearney, Mahoney; Council President Kennedy; Councilmen <br />Gareau, Bazker and Orlowski; Directors Dubelko and Limpert and city foreman Don <br />Wilhelmy. <br />• The committee discussed snow removal issues, especially in light of the heavy <br />snowfall the weekend of March 8. The Service Director and foreman described <br />the breakdown of the six salt routes and 20 different snow removal sections of our <br />city. The obligation of the city is to keep the streets open for emergency vehicles. <br />In general, the Service Dept. tries to touch each street within 24 hours. The snow <br />event of Macch 8 was incredibly heavy and this time period was not realized by <br />every street. Council was assured that the city workers did not and do not stop <br />until every street has been plowed. On that particular weekend, people were <br />staggered and working up to 16 hours each. The committee had a spirited <br />discussion on the complications of plowing too close to the curbs which throws <br />more snow into the residents' driveway aprons versus a little farther away from <br />the curbs which, in the case of the March 8 snow event, makes it hard for postal <br />workers to drive their cars up to mailboxes and some residents experienced a <br />delay of mail delivery. In addition, because so many curbs had been reported <br />damaged by the snow plowing, Council asked if the Service Dept. had considered <br />cross-training some of the employees who are asked to plow during major events <br />but aze not regularly behind a plow truck, to do some training ahead of time <br />before the snow season. The committee appreciated the duector and the <br />foreman's frankness regarding their snow plans and the city employees' <br />dedication to keeping our streets clean. <br />• Also discussed was the issue of the Lorain Road east project so as to give Council <br />a better understanding of where the city is at after Council recently passed a <br />resolution requesting ODOT to look into the paving project that they handled two <br />yeazs ago. Lorain Road east is already cracking. The integrity of the seams in the <br />road is questioned. The Service Director did report that ODOT is completing a <br />report on the situation, and the city should be receiving a copy of that report <br />before the end of the month. Council is hopeful that the information between the <br />Service Dept. and the Law Dept. will be adequately shared in a timely fashion so <br />that all entities will have full knowledge of the situation and so that the city could <br />properly proceed to make sure our streets projects conducted by the state are <br />handled properly. <br />2) April is Fair Housing Month and the Fair Housing Review Board of the city is <br />sponsoring a foreclosure prevention seminaz on Saturday, April 26, from 9:30 until 11:30 <br />a.m. The seminar is free, refreshments aze provided. Please call Vicki in the Law Dept. <br />to make a reservation. This event is timely, but it's really important for all residents to <br />attend. Having this knowledge ahead of time, how to prevent foreclosure from <br />happening or protecting yourself from predatory lending, can only be beneficial. <br />Councilman Gazeau inquired if the city had received the report from ODOT, and Service <br />Director Limpert indicated no. <br />k~~,~. <br />
