i,~ <br />Council Minutes of 2/5/2008 <br />5) The Police Dept. has begun an inspection of all schools in cooperation with the <br />Superintendent's office. During the next few months, training sessions will be held with <br />school principals to identify and address potential issues. <br />6) The Fire Dept. has completed its fire safety inspection of the schools. Fire Prevention <br />Bureau personnel are working with the Director of Building and Grounds of the schools <br />with regard to certain areas of concern. <br />7) Work has begun on planning and implementation of a medical priority dispatch system <br />through the city 911 dispatch office. Medical priority dispatch system is a nationally <br />recognized system which prioritizes medical 911 calls, much like triage for a patient. <br />The system better prepares responders when arriving on the scene for serious medical <br />emergencies and reduces frivolous calls by users who might be attempting to abuse the <br />911 emergency phone system. In 2007, the number of EMS runs increased by 3.4% over <br />runs made the previous year. It is estimated that one out of every three calls to 911 are <br />for non-emergencies such as cold and flu, which would not require emergency transport <br />to the hospital. Emergency medical priority dispatch system training will be conducted <br />by Fire Dept. personnel along with dispatch center staff. <br />8) The Cuyahoga County Dept. of Health made a presentation regarding the possibility of <br />pandemic flu outbreaks and what would be required to keep the city operational during <br />such an outbreak. The Safety Dept. continues to work with the Dept. of Health on a city- <br />wide plan in the event of a pandemic flu. <br />9) On January 23, our Finance and Service Directors met with the Fairview Park directors <br />to explain the enhancement of the WWTP. <br />10) On Thursday, February 7, the Service Director will be attending apre-construction <br />meeting for the reconstruction of sound walls along I-480. The base work was done over <br />the winter with actual construction scheduled to start in the spring. <br />11) The administration has recommended 17 streets, or sections of those streets, to be <br />addressed in our 2008 street program. <br />12) This evening will introduce a resolution to support Issue 15, which will keep health <br />and human services for Cuyahoga County residents fully funded. On behalf of all the <br />citizens of the county and all the citizens of our city that benefit through Issue 15, he asks <br />for Council's support of this resolution and passage under suspension of the rules. <br />Law Director Dubelko: 1) City Prosecutor: In the month of January, he handled a total <br />of 261 cases. Of those, 145 were traffic and 116 were criminal, and there were no trials. <br />2) At the last Council meeting, a resident raised a question about the Mayor's <br />biographical sketch on the city's website. He indicated he would look into the propriety <br />of it. The Law Dept. has done so and based on research concluded that it clearly is <br />permitted by law. Jennifer Hardin, an attorney with the Ohio Ethics Commission, was <br />contacted. She indicated it crossed no ethical lines and is a perfectly acceptable practice. <br />It is part of a public website, providing information of a value and benefit to the public so <br />they can know about their city through a wide range of information, including what their <br />public officials believe they are all about. So long as the information is truthful, there <br />certainly is no ethical or legal problem with it. <br />3) The municipal law workshop for City Council will be held this Saturday at 9 a.m. in <br />the Council caucus room.
