<br />MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />JANUARY 29, 2008 <br />Present: President of Council Kennedy, Council Members Barker, Gareau, <br />Dailey Jones, Kearney, Mahoney, Orlowski <br />Also Present: Mayor O'Grady, Law Director Dubelko, Finance Director Copfer, Clerk of <br />Council Seman <br />Absent: Councilman Ryan <br />President Kennedy called the special City Council meeting to order at 7:35 p.m. in <br />Council Chambers, 5200 Dover Center Road, North Olmsted, Ohio. <br />The Pledge of Allegiance was recited by all present. <br />REPORTS <br />Councilman Gareau, chairperson of the Finance Committee: 1}The Finance Committee <br />met concerning legislation 2007-156 and 2007-157 on two occasions. The first was on <br />January 22, 2008, and this evening, January 29, 2008. This evening's meeting was called <br />to order at 6:15 p.m. Present were Council President Kennedy, Council Members Barker, <br />Jones, Orlowski, Gareau, Kearney, Mahoney; the Mayor, Finance Director, Service <br />Director, Safety Director. Both pieces of legislation were discussed. Ordinance 2007- <br />156 is an ordinance amending the organizational charts of the Engineering and Building <br />divisions of the city in order to deliver services from each division in a more efficient and <br />economical manner. This piece of legislation is the proposal by the administration to <br />reorganize Engineering and Building. Specifically, when one goes through the <br />organization chart within the city, you see there are several positions that exist within the <br />Division of Engineering which actually have not been filled or occupied. Also, the <br />Assistant City Engineer is no longer serving in that capacity. The proposal would be to <br />reduce the division of Engineering to a City Engineer and an Assistant City Engineer, <br />who would be listed as employees of the City of North Olmsted and division members <br />within the division of Engineering. Additionally, there was a proposed amendment to <br />restructure the Building Dept. to have three full-time equivalent property maintenance <br />inspectors as opposed to currently one full-time property maintenance inspector and one <br />seasonal part-time property maintenance inspector. There would be an increase to 3 <br />clerical workers from 2, with the expectation that one of the clerical workers would be <br />working with the full-time equivalent property maintenance inspectors. There were <br />amendments that had to be brought forward on 2007-156. First, B on page 2, the word <br />"equivalent" would be added to say three full-time equivalent property maintenance <br />inspectors. The second amendment would be to remove "and one seasonal part-time <br />property maintenance inspector." The administration indicated it was not their intent to <br />
