Council Minutes of 12-15-2009 <br />beginning of the yeaz 2010. Finance Director Copfer presented to Council the general <br />idea that the budget would be one quarter of the general fund budget for 2009, so for <br />whatever amount of money was appropriated for 2009 they would use the one quarter <br />rule in order to be able to appropriate that much for 2010. That would allow the city time <br />to prepare an appropriation ordinance which would establish the total appropriations for <br />the yeaz 2010. There was a motion made by Councilman Gazeau, seconded by <br />Councilman Barker to recommend approval of 2009-139 under suspension. There was a <br />vote of 3-0 to recommend approval with suspension. <br />4) 2009-140 is a Resolution authorizing the Mayor to enter into a contract with the State <br />Auditor and Ciuni & Panichi, Inc., Certified Public Accountants, providing for the latter <br />to serve as independent public accountants for the State Auditor's annual audits of the <br />City of North Olmsted for the years 2009 through 2013, and declaring an emergency. <br />The Finance Director presented to city Council that this is the standard proposal that <br />would come forward from the State Auditor's office which requires the city to have <br />auditors in place. The auditor was selected competitively with a recommendation from <br />the State Auditor that they city enter into an agreement with this particular individual to <br />serve as an independent public accountant on behalf. of the State of Ohio. It was publicly <br />chosen through an RFP process, evaluated and recommended. Gateau made a motion to <br />recommend approval, and the motion was seconded by Councilman Barker and passed 3- <br />0. <br />There was a Finance Committee meeting this evening, December I5, 2009 at 7:15 p.m. to <br />discuss 2009-135 which is an Ordinance to make and transfer appropriations for current <br />expenses and other expenditures for the City of North Olmsted for the year ending <br />December 31, 2009, as amended. He is going to include the work paper as an <br />amendment to the Ordinance because there aze a number of issues that need to be <br />addressed. The committee recommended approval by a vote of 2-0. Councilman Barker <br />was not yet in attendance. <br />Councilman Gateau made a motion to amend 2009-135 to include those amendments <br />which were set forth in the work paper. The motion was seconded by Councilman <br />Kearney and passed unanimously. 2009-135 amended. <br />Councilman Barker, Chairman of the Building, Zoning and Development Committee <br />wished Mayor O'Grady and Law Director Dubelko the best of luck in their future <br />endeavors. It was a pleasure serving with both of them. He apologized for not being at <br />the Finance Committee meeting this evening. There was a BZD meeting December 2, <br />2009 at 7:00 p.m. in Council Chambers. The meeting will be rescheduled because same <br />residents who were told they were going to be notified were not. There will be a BZD <br />meeting on December 22, 2009 at 7 p.m. in Council Chambers. The Clerk has located <br />the list of residents, and notices will be sent as a courtesy. <br />Councilwoman Jones, Chairwoman of the Streets and Transportation Committee: 'The <br />Streets and Transportation Committee met on Tuesday, December 8, 2009 at 8:00 p.m. <br />Present were committee members Jones and Kearney, Council President Kennedy, <br />Council members Brossard, Orlowski, Barker and Gazeau.
