<br />Councilman Gareau, chairperson of the Finance Committee: 1) The Finance Committee
<br />met on August 11, 2009 at 7 p.m. Present that evening were chairman Gareau,
<br />Councilman Brossard, Councilwoman Jones, committee member Councilman Barker,
<br />Councilman Orlowski, committee member Councilman Kearney, Councilman Mahoney;
<br />the Finance Director and Mayor. There was one item on the agenda, Ordinance 2009-84,
<br />an ordinance to make and transfer appropriations for current expenses and other
<br />expenditures for the city of North Olmsted for the year ending December 3 1, 2009. From
<br />time to time, these types of ordinances come forward to make up particular shortfalls in
<br />particular line items within the budget through increased expenses. Some of the larger
<br />transfers included: a $32,975 transfer into the salary line item for City Council which is
<br />for severance, longevity, hospitalization and Medicare and the employees of City
<br />Council, the elected officials and the Clerk of Council. There was a reduction of $30,000
<br />within the Division of Police on the materials and supplies line item because of a very
<br />significant decrease in the cost of fuel. An increase of an additional $54,897 within the
<br />salary line to the Emergency Central Dispatch, which is contractually obligated retro pay.
<br />A Fleet Maintenance decreases of $9,730 in salaries, $7,606 in benefits, and $50,000 in
<br />materials and supplies as one employee left the employ of the city. A $50,000 savings
<br />within fuel costs for Fleet Maintenance. In the Division of Police, a savings within the
<br />fuel line item of $7,500, and an increase in cost for hospitalization of $7,500. Within the
<br />Permanent Improvement Fund, we had an engineering fee reduction for the Dover Center
<br />project of $15,400. The savings from Dover Center will go to other asphalt projects as
<br />per the ordinance in the original borrowing. For Springvale, it has been a bit of a difficult
<br />year, and there were a number of reductions within multiple line items to make the
<br />budget balance. There was $18,000 of salaries in the club house and maintenance within
<br />the ballroom that were reduced. A maintenance position is no longer being filled. There
<br />was a benefits reduction of $2,000; materials and supplies $14,000 of reduction;
<br />contractual services $17,000; $4,000 reduction in capital outlay for a total of $55,000 in
<br />reductions for Springvale Golf and Ballroom to force a budget to be ready to go at the
<br />end of the year. There is some good proactive management taking place at Springvale to
<br />keep us in good shape and not have to go through significantly drastic measures at the
<br />end of the year. At committee, Councilman Gareau made a motion to recommend
<br />approval of 2009-84; seconded by Councilman Barker; passed 3-0. There was a request
<br />to suspend the rule for passage because of the retro pay and most of these things are on-
<br />going responsibilities which we also want to be on top of. The committee had no
<br />abjection to passage under suspension of the rule.
<br />Councilman Barker, chairperson of the Building, Zoning & Development Committee: 1)
<br />The Building, Zoning and Development Committee met on August 17, 2009 at 7:04 p.m.
<br />Present were members Barker, Gareau and Dailey Jones and President Kennedy;
<br />Planning Director Wenger; Evan Vlaeminck and John Slagter representing Westfield.
<br />The committee discussed CMS09-OS, Westfield Great Northern Mall, located at 4954
<br />Great Northern Mall, North Olmsted, OH. This proposal consists of exterior building and
<br />site changes that correspond to various proposed internal reconfigurations at Westfield.
<br />Specifically, the proposal involves relocating the existing food court to the area on the
<br />north side of the mall in the vicinity of Dick's Sporting Goods. The existing food court
<br />will be renovated to accommodate new retail tenants, shown on plans as Retail A and B.
