`' <br />Council Minutes of 5/6/2009 <br />9) She has been contacting RITA to get updates over and above what we have received so <br />far and where they think income tax collections are headed. They are in a quandary as <br />well because this hasn't happened in a long time where these declines and uncertainty <br />exist. However, there were a lot of filings that occurred right at deadline and also late, <br />and those are being processed. We probably won't know the impact until mid-June when <br />we close the month of May for their receipts. Hopefully, they will eventually be able to <br />help us with some direction, in addition to what information she is garnering from the <br />State Department of Taxation, to help us in our projections. <br />Council Member Dailey Jones, chairperson of the Streets & Transportation Committee: <br />1) The Streets & Transportation Committee met on Tuesday, April 28. Present were <br />committee members Jones, Mahoney, and Kearney; Council Members Barker, Brossard, <br />Gareau, Orlowski and Council President Kennedy; the Mayor, Service Director Limpert, <br />Assistant City Engineer Scott Wangler; guests. The meeting began at 7 p.m. The <br />following items were discussed: <br />• Resolution 2009-51, a resolution authorizing the Director of Public Service to <br />advertise for bids for the award of a contract to provide new pavement markings <br />to various streets at various locations in the city as detailed in the specifications <br />on file in the Service Department; and authorizing the Mayor, following approval <br />of the Board of Control if necessary, to contract for the same with the lowest and <br />best bidder and declaring an emergency. The committee discussed last year's <br />update on the quality of paint on the main streets that was used and if it was worth <br />the additional cost. Mr. Limpert and Mr. Wangler stated that the paint had lasted <br />a lot longer in some areas. But that because the main streets are used so much, <br />the paint had worn through in other areas. Mr. Limpert also explained that the <br />city's Service Dept. can do the striping on the side streets but cannot get to the <br />mains mostly due to the other issues the department has to deal with during the <br />spring and summer months. Mr. Limpert also asked for suspension on this <br />resolution. In committee, Mr. Mahoney moved to recommend approval of <br />Resolution 2009-51 with suspension of the rule requiring three readings. Mr. <br />Kearney seconded the motion, and it passed 3-0. <br />• Resolution 2009-52, a resolution authorizing the Director of Public Service to <br />advertise for bids for cracksealing on various streets in the city as per <br />specifications on file in his office; and authorizing the Mayor to enter into a <br />contract for the same and declaring an emergency. The committee discussed that <br />the Service Dept. will crackseal the interior streets in-house and that the main <br />streets will be cracksealed through this resolution by a contractor. This is in <br />response to the need for maintenance on the streets that have been resurfaced to <br />better protect them. The quote being sought is based on the number of pounds of <br />material, not by the number of streets that would be cracksealed. Mr. Limpert <br />also explained that this year the Service Dept. will be more proactive in <br />cracksealing secondary streets as to better protect them. Mr. Limpert asked for <br />suspension. In committee, Mrs. Jones moved to recommend approval of <br />Resolution 2009-52 with suspension of the rule requiring three readings. Mr. <br />Mahoney seconded the motion, and it passed 3-0.
