Council Minutes of 4/21/2009 <br /> <br />• Resolution 2009-47, sponsored by the Mayor, authorizing the Mayor to enter into <br />a contract with Cuyahoga County Board of Health authorizing the Board of <br />Health to use the North Olmsted Service Department garage as a point of <br />dispensing ("POD") disease prevention and control facility in the event of an <br />emergency, and declaring an emergency. Service Director Limpert informed <br />Council that this legislation authorizes an agreement to dispense oral medication <br />in the event of a natural or rnan-made disaster. This will be of no major money <br />cost or tax on the city. The director stated what would have to be done is remove <br />city vehicles from the garage, and we would have three drive-through locations at <br />our disposal to dispense the needed oral medications. He personally hopes these <br />actions will never be needed, but it's good to know the plan is in place. The <br />committee voted 3-0 in favor of recommending Resolution 2009-47 to Council. <br />Councilman Mahoney, chairperson of the Recreation, Public Parks & Buildings <br />Committee: 1) The committee met on April 20 at 7:24 p.m. Before the committee was <br />Resolution 2009-45, which was a resolution authorizing the Mayor to enter into a <br />renewed one-year contract with LK Heating & Cooling Inc., with a city option for an <br />additional one year term, to perform maintenance services upon the heating and cooling <br />equipment at various city buildings, and declaring an emergency. After some discussion <br />of concerns and issues that were raised, chairperson Mahoney made a motion to hold the <br />legislation in committee. The committee motion was seconded by Councilwoman Jones <br />and passed unanimously. The legislation is being held in committee, and he will have a <br />report on it at a later date. <br />Councilman Brossard, chairperson of the Intra-Governmental Relations Committee: 1) <br />The committee met on Monday, April 20, from 8:14 to 8:19 p.m. Present were <br />committee members Brossard, Gareau, and Orlowski; Council Members Mahoney, <br />Kearney, Dailey Jones, and Barker; Service Director Limpert, Finance Director Copfer <br />and guests. The committee discussed Resolution 2009-44, introduced by Council <br />Members Jones, Orlowski, and Kearney. The resolution urges the State of Ohio to <br />purchase domestically produced goods, materials and services with funds received from <br />federal economic renewal grants. During discussion, positive feedback regarding the <br />resolution was offered by Mr. Orlowski, Mr. Kearney, Mr. Mahoney and Mrs. Jones. Mr. <br />Mahoney requested and received approval to have his name added to the resolution. A <br />committee motion to recommend approval was made by Mr. Brossard, seconded by Mr. <br />Orlowski, and passed 3-0. <br />AUDIENCE PARTICIPATION <br />1) Matt Peters, 32869 Sorrento Lane, Avon Lake, as a member of the executive board, <br />spoke on behalf of the fire fighters of North Olmsted. Their comments tonight relate to <br />recent public comments. There has been talk about their work week and that they only <br />work 89 days a year. That sounds like a pretty cushy job; but, if you multiply 89 days <br />times 24, the total is 2,136 hours, which is about 56 hours more than a person working an <br />average 40 hour work week. If you average in time off and vacation for a person <br />working a 40 hour week, the fire fighters end up working about a month and a half mare <br />4 <br />
