Council Minutes of 4/21/2009 Resolution No. 2009-44 introduced by Council Members Jones, Orlowski, Kearney, and Mahoney was given its second reading. A resolution urging the State of Ohio to purchase domestically produced goods, materials, and services with funds received from federal economic renewal grants. Resolution No. 2009-47 introduced by Mayor O'Grady was given its second reading. A resolution authorizing the Mayor to enter into a contract with the Cuyahoga County Board of Health authorizing the Board of Health to use the North Olmsted Service Department garage as a point of dispensing ("POD") disease prevention and control facility in the event of an emergency, and declaring an emergency. Resolution No. 2009-49 introduced by Mayor O'Grady was given its second reading. A resolution authorizing the Mayor to enter into a contract with Mercury Payment Systems providing for the latter to serve as payment processor for Springvale Golf Course and Ballroom. Councilman Gareau moved for suspension of the rule requiring three readings noting the legislation had been reviewed in committee and the purpose for suspension is golf season is beginning and the system needs to be started to implement savings. A resolution authorizing the Director of Public Service to apply for a grant under the 3M Sign Grant Program; and further authorizing the Mayor to accept the grant if awarded and to enter into a contract or execute other documents to effectuate receipt of the grant. Councilman Gareau moved for suspension of the rule requiring three readings noting the legislation had been reviewed in committee and the reason for suspension is the city wishes to apply for the grant in a timely fashion. A resolution authorizing the Director of Public Service to advertise for bids for the award of a contract to provide new pavement markings to various streets at various locations in the city, as detailed in the specifications on file in the Service Department, and authorizing the Mayor, following approval of the Board of Control, if necessary, to contract for the same with the lowest and best bidder, and declaring an emergency. Resolution No. 2009-52 was introduced and placed on first reading by Mayor O'Grady. A resolution authorizing the Director of Public Service to advertise for bids for cracksealing on various streets in the city, as per specifications on file in his office, and authorizing the Mayor to enter into a contract for the same, and declaring an emergency.
