Council Minutes of 3/3/2009 <br />violations. They are summarized as 5 complaints recently filed, 1 case was already <br />pending, 1 case ruled a no prosecution on Elm Road, 3 files pending on a promise of <br />compliance to law and subject to verification in the Building Dept., and 4 files were <br />cleared by compliance and returned to the Building Dept. for monitoring of vacant <br />premises. <br />3) City Prosecutor's report for February: a total of 237 cases handled; 140 Traffic, 97 <br />General Offenses. There were no trials in February. <br />4) Law Dept. received a public records request on or about February 18. It was very <br />broadly worded to essentially request all records of a communicative nature in the Law <br />Dept., either coming in or going out involving three of the four lawyers in the <br />department. After some attempt to negotiate a reasonable request, he was compelled to <br />deny the public records request because he could not get it to a reasonable level. He <br />certainly does not think it was appropriate to request every record in department. <br />5) Received requests from members of Council to review the animal control ordinances. <br />He is in the process of looking at some of the ordinances in other communities and will <br />provide advice to Council on whether or not changes should be made. <br />Finance Director Copfer: 1) The January financial statement summary and detailed <br />reports were e-mailed to Council today. The General Fund revenue is 9.4% down from <br />the prior year. It's hard to compare to the budget since real estate taxes are advanced <br />heavily in January and February, so we do not get 1/12 of the projected income each <br />month. <br />2) As previously mentioned, municipal income tax is down. That did contribute to the <br />decline from the prior year. Expenditures are down 3.66% from the prior year, but one <br />month does not constitute a trend. Also in the a-mail is a new benchmark report that the <br />administration has created to try and track key General Fund indicators. It was broken <br />down into three categories: income sources, expenditure issues, and quality of life. The <br />charts have General Fund income tax collections, building permits and fine receipts and <br />also the number of permits and tickets issued. Those are only General Fund tickets <br />issued on regular duty and do not include STOP tickets. It includes fire runs, and there is <br />also a repair dollars to buildings and equipment that have been required this month. All <br />information is compared to January of the prior year. Included axe overtime hours for <br />various departments and also criminal activity and fire incidents and dollar loss. There <br />are many more statistics that could be compiled, but the information was whittled down <br />to those indicators; but the administration reserves the right to pick different indicators in <br />the future if they find that these are not providing the proper information. <br />A, UDIENCE PARTICIPATION <br />1) Dennis Lambert, 25057 Carey Lane, welcomed Mr. Brossard, whom he felt would be <br />an excellent Councilman. Previously, he spoke about the inflow and infiltration issue and <br />promised to provide a DVD made from a videotape of sewers in Fairview Park that dates <br />back to 1989. It is very informative and will give an overview of the concepts and where <br />some of the problems may lie and will be helpful when dealing with the experts who will <br />be providing advice. He suggested Mr. Orlowski might want to use the DVD in an <br />4 <br />
