1 ` <br /> <br />MINUTES OF THE SPECIAL MEETING OF THE COUNCIL <br />OF THE CITY OF NORTH OLMSTED <br />WEDNESDAY, FEBRUARY 18, 2009 <br />Present: President Kennedy, Council Members Barker, Gareau, Dailey Jones, <br />Kearney, Mahoney, Orlowski <br />Also Present: Mayor O'Grady, Finance Director Copfer, Clerk of Council Seman <br />President Kennedy called the special meeting to order at 6:30 p.m. in the Council Caucus <br />Room, 5200 Dover Center Road, North Olmsted, Ohio. <br />All present were asked to join Council in the recitation of the Pledge of Allegiance. <br />FINANCE COMMITTE,~,E REPORT <br />Councilman Gareau, chairperson of the Finance Committee noted that the committee did <br />not meet to discuss the legislation. He explained that the substance of Ordinance Nos. <br />2009-17, 2009-18, 2009-19, 2009-20, and 2008-21 was discussed previously in the <br />Streets Committee. What compromises these pieces of legislation is new borrowing and <br />previous borrowing which needs to be rolled over and refinanced. Councilman Gareau <br />made a motion to relieve Ordinance Nos. 2009-17, 2409-18, 2009-19, 2009-20, and <br />2009-21 from the Finance Committee and place them on second reading. The motion <br />was seconded by Councilman Barker and passed unanimously. <br />LEGISLATION <br />Ordinance No. 2009-17 introduced by Mayor O'Grady was given its second reading. An <br />ordinance dispensing with an RFQ process and authorizing the Mayor to retain and enter <br />into a contract with Squire, Sanders & Dempsey L. L. P. to provide certain legal services <br />as bond counsel in connection with the city's 2009 general obligation bond anticipation <br />note financing, and declaring an emergency. <br />Ordinance No. 2009-18 introduced by Mayor O'Grady was given its second reading. An <br />ordinance providing for the issuance and sale of $1,145,000 of notes, in anticipation of <br />the issuance of bonds, for the purpose of improving certain designated streets in the city, <br />in cooperation with the Director of Transportation of the State of Ohio and Cuyahoga <br />County and otherwise, by grading, draining, constructing, reconstructing and <br />rehabilitating the pavement base, curbs and sidewalks and adjusting, rehabilitating and <br />reconstructing catch basins, manholes and water valve boxes, where necessary, preparing <br />the surface and surfacing and resurfacing, in each case together with the necessary <br />appurtenances and work incidental thereto, and declaring an emergency. <br />
