Council Minutes of 2/3/2009

and is dependent upon the type and permeability of the soil. Rear yard rain
gardens may be a viable solution in conjunction with the piping. Two additional
detention tanks are proposed. One tank at Claque Park for the LeBern pump
station and one close to the Dover Center pump station. A 249,000 gallon tank is
proposed at Claque Park and a 235,000 gallon tank at the Dover Center pump
station. Cost for both tanks is approximately $5 million. Without the removal of
I & I from the sanitary sewer system, it is not likely these two tanks will contain
the water from a 10 year storm. Early this summer, a three man crew will begin
testing homes in the Deerfield area. Possibly 7-8 homes a day will be tested for
improper discharge of storm water to sanitary sewers. After the testing,
alternative methods of abatement will be considered. Testing of all homes will
continue for years to come.
Mayor O'Grady commented that was a very good report. The only comment he has is he
hopes that the I & I testing in Deerfield will begin by spring.
Council Member Jones, chairperson of the Streets & Transportation Committee advised
that the committee will meet Tuesday, February 10, at 7 p.m. where the committee will
be receiving the streets survey presentation from the administration regarding the streets
that are scheduled to be rehabilitated for 2009.
Councilman Mahoney, chairperson of the Recreation, Public Parks & Buildings
Committee: 1) The committee met this evening, February 3, 2009, at 7 p.m. Present
were President of Council Kennedy, Council Members Ryan, Barker, Jones, Orlowski,
Kearney, and Mahoney; the Mayor, and Community Life Services Director. The
committee discussed Resolution 2009-7, sponsored by Mayor O'Grady and Councilman
Mahoney. The resolution accepts a donation of field reconditions from the North
Olmsted Hot Stove League in order to construct a dugout for Claque Road #1, provide for
a maintenance contract for Diamonds #1 and #5 at North Olmsted Park and Diamonds #1
and #2 at Claque Road Park with an optional service for the construction and restoration
of the infield and right outfield for the city park at Chestnut Intermediate School and
declaring an emergency. Community Life Services Director Dailey indicated that he had
several conversations with representative from the schools, and they have no questions or
concerns in regards to this legislation. Guests included Mr. Ron Tallon, Jr:, representing
the Hot Stove League, who offered information and input. So that members of the
general public in attendance tonight know, this is an agreement and understanding that
the city has had in long standing with the Hot Stove League. It's a benefit to the league
itself, and to the citizens of North Olmsted, and the children and adults who use our ball
diamonds. A committee motion was made by the committee chairperson to accept and
recommend the approval of Resolution 2009-7 to the full Council, and the motion was
seconded by Mr. Ryan and passed unanimously.
Councilman Gareau wondered if Hot Stove, the city, and the schools were all on the same
page with respect to the proper conditioning of the diamonds. Mr. Mahoney noted that
the Hot Stove and the school officials had a conversation regarding this and there is no
longer a point of concern. The issue has been resolved.
6
{
