Council Minutes of 1/20/2009 <br /> <br />Dubowski has worked very hard on the commission and has done a marvelous job. The <br />motion was seconded by Councilman Orlowski and passed unanimously. <br />Council Member Dailey Jones, chairperson of the Streets & Transportation Committee: <br />1) The Streets and Transportation Committee met at 6:50 p.m. on Tuesday, January 13, <br />2009. Present were committee members Jones, Mahoney, and Kearney; Council <br />President Kennedy and Council Members Barker, Gareau and Orlowski; the Mayor, <br />Service Director Limpert, Safety Director Thomas, Fire Chief Klecan and guests. <br />Agenda items included the following: <br />• Resolution 2009-2, a resolution authorizing the Director of Public Service to sell. <br />at auction as surplus city personal property a 2005 Ford Crown Victoria <br />automobile, and declaring an emergency. Service Director Limpert explained to <br />the committee that this particular automobile had served the North Olmsted Police <br />Department but over time has experienced a lot of wear and tear, and the cost to <br />repair it would far outweigh the fair market value of the automobile. Therefore, <br />he is recommending that the city sell the automobile at public auction for the best <br />price available. The Service Director passed around pictures of the car's <br />floorboard that has rusted away so badly that you can actually see the street. The <br />money that is received from the auction would be put into the General Fund. In <br />committee, Mr. Mahoney made a motion to recommend approval. The motion <br />was seconded by Mrs. Jones and passed 3-0. At this evening's caucus, Mr. <br />Limpert asked Council to pass this under suspension. <br />• Service Director Limpert explained the no parking signs that would be put up <br />because of the fact that school crossing guards will no longer be at a number of <br />school locations. The only two places that have school crossing guards remaining <br />are at Pine and Butternut Schools. <br />• Service Director spoke about Ordinance 2009-10, an ordinance amending the <br />Traffic Control File of the City of North Olmsted to provide for the removal of all <br />signs prohibiting truck traffic and other classes of vehicle and vehicle load on <br />Stearns Road. An informal. discussion of this ordinance followed, with the <br />Service Director explaining that the agreement the city had signed with the county <br />for Stearns Road to be widened and connected to Crocker Road to the north states <br />that the city must amend its Traffic Control File to reflect that the signs <br />prohibiting truck traffic on the new county road must come down. Mrs. Jones <br />asked about Westlake's responsibility in this matter and also then followed up <br />today with the County Engineer's office. The representative there said that both <br />the city of :North. Olmsted and the city of Westlake signed the same agreement and <br />that both cities need to adhere to that agreement. In the agreement under Traffic it <br />states that, "No rule or regulation shall be enacted restricting the use of the <br />improved road and/or structure by any class of vehicle or vehicle load permitted <br />by the Ohio Revised Code to use a public highway. Any existing rule or <br />regulation so restricting road usage shall be rescinded." <br />5 <br />
