Council Minutes of 1/6/2009 <br /> <br />light trespassed on adjoining residential property. Lighting could not be resolved <br />at the Planning & Design Commission meeting, and it was determined that further <br />input from the Building Department was required. The Commission excluded the <br />lighting plan from their approval and required that the applicant return after <br />having worked with staff to identify ways to reduce light spill. The proposal <br />resulted in three variances for lot coverage, parking, and height of signage. The <br />BZA granted variances for lot coverage and parking, recognizing that the addition <br />of green space along Great Northern Boulevard was a significant enhancement to <br />the site but reduced available parking spaces. The BZA will reconsider the <br />signage variance at their January meeting. Councilman Orlowski, who represents <br />Ward 4 in which this new construction is being proposed, was satisfied with the <br />plan and had positive comments regarding the owners of B & G properties. With <br />no other discussion, a committee motion was made by Councilman Barker to <br />recommend approval for COMS08-21, Aldi's grocery store located at 4694 Great <br />Northern Blvd., subject to the recommendations of the Planning & Design <br />Commission as well as all other boards and commissions involved. The <br />committee motion was seconded by Councilman Gareau and the vote was 3 to 0 <br />for approval. The meeting ended at 7:10 p.m. Councilman Barker made a motion <br />to approve COMS08-21 Aldi's grocery store located at 4694 Great Northern <br />Blvd. per the recommendations of the Planning & Design Commission as well as <br />the variances granted by the Board of Zoning Appeals, with the understanding <br />that the lighting issue will be revisited by the owner and the Building Dept. The <br />motion was seconded by Councilman Orlowski. Roll call: Barker, yes; Orlowski, <br />yes; Jones, yes; Ryan, yes, with comment. Thirty-five years ago he was on the <br />Planning Commission, and it troubles him that there were lighting issues at that <br />time and nothing was done about it. Once again, the lighting issues are coming <br />up. As you go through the years, you learn to love the community and are part of <br />it and understand there's more than just building things and making money. WF <br />have to be careful. He will vote yes on this, but it bothers him tremendously. Roll <br />call continued: Kearney, yes; Gareau, yes, with comment. He thinks it says <br />something about the community we live in that we have very few economic <br />developments going on in any community; and, while it is a grocery store, this is <br />the second grocery store which has opened up in North Olmsted. The stores have <br />opened in vacant buildings, and this gives residents choices. There's not a lot of <br />development going on out there right now. What this does for North Olmsted is it <br />allows us to clean up that plaza a little bit and to address the lighting issue, and it <br />gives people choices. Between Giant Eagle, Save-a-Lot, Aldi's, and Marc's, in <br />an economy where money is tight, this gives people an opportunity to explore <br />options. It is a good thing for North Olmsted as it takes empty space, fills it up <br />and gives people choices at a when their dollars need to stretch. Roll call <br />continued: Mahoney, yes.
