CITY OF NORTH OLMSTED <br />RESOLUTION N0. 80- 124 <br />BY: JANET SARINGER <br />9 <br />A RESOLUTION REQUESTING THAT THE CONGRESS OF <br />THE UNITED STATES ADOPT LEGISLATION LIMITING <br />THE TERMS OF FEDERAL JUDGES AND THEREBY ABOLISHING <br />LIFELONG POSITIONS. <br />WHEREAS, the security afforded by lifelong appointments creates <br />stagnation and promotes mediocrity among the federal judiciary, and <br />WHEREAS, the current state of our nation calls for strong, <br />farsighted, and ec{uitable decision making by the federal judiciary, <br />an d <br />WHEREAS, recent decisions by numerous federal judges through- <br />out the country have caused large numbers of the American people to <br />undergo great hardships, and <br />WHEREAS, because District Judges are appointed for life they <br />often are unresponsive to the will of the American public, and <br />WHEREAS, if democracy is to survive,a government, at any level, <br />must be responsive and accountable to the American public, and <br />WHEREAS, an elective six (_6) year term for federal judges <br />would encourage more sensitive and equitable decisions and would <br />prevent the abuse of power caused by lifelong appointments. <br />NOW THEREFpRE, BE IT RESOLVED BY THE COUNCLL OF THE CITY OF <br />NORTH. OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: Congress and the President of the United States <br />take Lmme late action to protect the American people from those <br />judges in the federal judicial system who, as lifetime appointees, <br />are placing insufferable burdens upon the American public through their <br />unjust decisions, and are completely insensitive to the will of the <br />American publ.c,by sponsoring and promoting legislation to provide <br />for the election of Federal District Judges. <br />SECTION Z: The Clerk. o£ Council be and she is hereby authorized <br />and directe to forward a copy of this Resolution to th.e President <br />of th_e United States, Congressmen in the Northeast Ohio District, <br />and Senators John Glenn-and Howard Metzenbaum. <br />SECTION 3: That this Resolution shall take effect and be in <br />full force from and after the earliest period allowed by law. <br />PASSED: <br />ATTEST: <br />FLORENCE CAMPBELL, CLERK OF COUNCIL <br />APPROVED: <br />DEWEY H.
