<br />CITY OF NORTH OLMSTED <br />RESOLUTION N0. 80- 119 <br />BY: <br />YVONNE PETRIGAC <br />.~, <br /> <br />A RESOLUTION REQUESTING THE DIRECTOR OF HIGHWAYS <br />OF THE STATE OF OHIO TO DETERMINE AND DECLARE THE <br />REASONABLE AND SAFE PRIMA FACIE SPEED LIMIT ON <br />COLUMBIA ROAD IN THE CITY OF NORTH OLMSTED FROM <br />THE WESTLAKE CORPORATE LINE SOUTHERLY TO THE <br />OLMSTED TOWNSHIP CORPORATE LINE AT 25 MILES PER <br />HOUR, AND DECLARING AN EMERGENCY. <br />WHEREAS, the Administration and Council recognize that the <br />traffic on Columbia Road within the City of North Olmsted has <br />greatly increased over the past several years, and <br />WHEREAS, this Council further recognizes that because of the <br />increase in traffic and the configuration of Route 252 is such that <br />with a 35 mile an hour posted speed limit the same constitutes a <br />danger to the motoring public, and <br />WHEREAS, the Administration and Council believe that the present <br />speed limit of 35 miles an hour on Columbia Road is unreasonable and <br />unsafe, and <br />WHEREAS, this Council is desirous of having the prima facie <br />speed limit on Columbia Road (State Route 252) from the Westlake <br />Corporation Line southerly to the Olmsted Township Corporation Line <br />changed from 35 miles per hour to 25 miles per hour. <br />NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Council of the City of North. Olmsted <br />hereby requests the Director of Highways of the State of Ohio to <br />make a study of Columbia Road (_State Route 252) from the Westlake <br />Corporation Line southerly to the Olmsted Township Corporation Line <br />to determine if the prima facie speed limit can be changed from <br />35 miles per hour to 25 miles per hour. <br />SECTION 2: That the Clerk of this Council is hereby directed <br />to sen a request to the Director of Highways pursuant to Ohio <br />Revised Code Section 4511.21, together with a copy of this Resolution <br />asking for a determination and declaration. <br />SECTION 3: That this Resolution is hereby declared to be an <br />emergency measure immediately necessary for the preservation of the <br />public health, safety and welfare, and for the further reason that <br />it is necessary for the proper and safe regulation of traffic within <br />the City, and further provided it receives the affirmative vote of <br />two-thirds of all members elected to Council, it shall take effect <br />and be in force immediately upon its passage and approval by the <br />Mayor. <br />PASSED : do /6 /9~ <br />ATTEST: <br />FL RENCE C PBELL, CLE OF COUNCIL D E LI PE T, P SID T OF <br />COUN <br />T i First reading: /o ~ <br />Second reading: <br />OBERT W.
