Swietvniowski AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO A COOPERATION AGREEMENT WITH THE CUYAHOGA COUNTY BOARD OF COMMISSIONERS FOR THE UTILIZATION OF FUNDS MADE AVAILABLE BY THE HOUSING AND COMMUNITY DEVELOP- MENT ACTS OF 1974, AND 1977, AS AMENDED, AND DECLAR- ING AN EMERGENCY. WHEREAS, this ordinance constitutes an emergency measure providing for the immediate preservation of the public health, safety and welfare, for the usual daily operation of municipal departments, and to rec{uest funds for community development at the earliest date, and WHEREAS, the Housing and Community Development Acts of 1974 and 1977, as amended, provide an entitlement of funds for community development purposes for urban counties, and WHEREAS, Cuyahoga County may be designated as an Urban County provided that it secures Cooperation Agreements with various political subdivisions in Cuyahoga County, and WHEREAS, the Mayor and County of the Political Subdivision of Nfl rth Olmsted desires the use of "Urban County Entitlement Funds for needed public improvements in Cuyahoga County and its municipal- ities, and WHEREAS, the County shall prepare an Application for FY '81, '82, '83 Urban County Entitlement Funds pursuant to the aforementioned Acts for the FY '81, '82, '83 Program Years, and WHEREAS, no less than forty percent (40 a) of the total Urban County Entitlement Funds for Cuyahoga County will be expended by the Cuyahoga County Board of Commissioners on behalf of the participating political subdivisions to finance eligible community development activities, programs, and projects in said participating political subdivisions, and WHEREAS, the Political Subdivision of North Olmsted may appoint one (1) member to an Urban County Coordinating Committee and one (1) member of the Urban County Citizen's Advisory Council whose duty it shall be to assist the Cuyahoga County Board of Commissioners in the review of all applications, plans, programs, and projects for which Urban County Entitlement funds may be used. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: SECTION 1: That the Mayor of the City of North Olmsted is herebyy aut~iorized to enter into a Cooperation Agreement with the Cuyahoga County Board of Commissioners for the period from the first day of the seventh program year through and including the last day of the ninth program year as described by the Application for FY '83 funds, provided, however, that the political subdivision of North Olmsted may rescind this Agreement on the first day following the end of each program year upon proper notification. Said Agreement shall authorize the County to execute essential Community Development and Housing Assistance applications, plans, programs, and projects eligible under the Housing and Community Development Acts of 1974 and 1977 as amended.
