Swietvniowski <br />AN ORDINANCE AUTHORIZING THE MAYOR TO ENTER INTO <br />A COOPERATION AGREEMENT WITH THE CUYAHOGA COUNTY <br />BOARD OF COMMISSIONERS FOR THE UTILIZATION OF FUNDS <br />MADE AVAILABLE BY THE HOUSING AND COMMUNITY DEVELOP- <br />MENT ACTS OF 1974, AND 1977, AS AMENDED, AND DECLAR- <br />ING AN EMERGENCY. <br />WHEREAS, this ordinance constitutes an emergency measure <br />providing for the immediate preservation of the public health, <br />safety and welfare, for the usual daily operation of municipal <br />departments, and to rec{uest funds for community development at <br />the earliest date, and <br />WHEREAS, the Housing and Community Development Acts of <br />1974 and 1977, as amended, provide an entitlement of funds for <br />community development purposes for urban counties, and <br />WHEREAS, Cuyahoga County may be designated as an Urban <br />County provided that it secures Cooperation Agreements with <br />various political subdivisions in Cuyahoga County, and <br />WHEREAS, the Mayor and County of the Political Subdivision <br />of Nfl rth Olmsted desires the use of "Urban County Entitlement Funds <br />for needed public improvements in Cuyahoga County and its municipal- <br />ities, and <br />WHEREAS, the County shall prepare an Application for FY '81, <br />'82, '83 Urban County Entitlement Funds pursuant to the aforementioned <br />Acts for the FY '81, '82, '83 Program Years, and <br />WHEREAS, no less than forty percent (40 a) of the total Urban <br />County Entitlement Funds for Cuyahoga County will be expended by the <br />Cuyahoga County Board of Commissioners on behalf of the participating <br />political subdivisions to finance eligible community development <br />activities, programs, and projects in said participating political <br />subdivisions, and <br />WHEREAS, the Political Subdivision of North Olmsted may <br />appoint one (1) member to an Urban County Coordinating Committee <br />and one (1) member of the Urban County Citizen's Advisory Council <br />whose duty it shall be to assist the Cuyahoga County Board of <br />Commissioners in the review of all applications, plans, programs, <br />and projects for which Urban County Entitlement funds may be used. <br />NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OF NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That the Mayor of the City of North Olmsted <br />is herebyy aut~iorized to enter into a Cooperation Agreement with the <br />Cuyahoga County Board of Commissioners for the period from the first <br />day of the seventh program year through and including the last day <br />of the ninth program year as described by the Application for FY '83 <br />funds, provided, however, that the political subdivision of North <br />Olmsted may rescind this Agreement on the first day following the <br />end of each program year upon proper notification. Said Agreement <br />shall authorize the County to execute essential Community Development <br />and Housing Assistance applications, plans, programs, and projects <br />eligible under the Housing and Community Development Acts of 1974 <br />and 1977 as amended. <br />
