SECTION 4: That this Ordinance is hereby declared to be an emergency measure immediately necessary for the preservation of the public health, safety and welfare, and for the further reason that it is immediately nec- essary to establish compensation for the Recreation Department because of seasonal nature of employment, and further provided it receives the affirma- tive vote of two-thirds of all members elected to Council, it shall take ef- fect and be in force immediately upon its passage and approval by the Mayor.
