r ! <br /> <br />CITY OF NORTH OLMSTED <br />ORDINANCE N0.2009-152 <br />BY: Mayor O'Grady <br />AN ORDINANCE A UTHORIZING A THREE YEAR PERSONAL <br />.SERVICES AGREEMENT WITH MEDICAL MUTUAL OF OHIO <br />(MMO) TO ACT AS THIRD-PARTY ADMINISTRATOR (TPA) FOR <br />CITY HEALTH INSURANCE CLAIMS AND TO PROVIDE <br />ANCILLARY HEALTH INSURANCE COVERAGE FOR THE CITY <br />AND, UPON GRANTING AN EMERGENCY EXCEPTION FROM <br />REQUIREMENT FOR REQUESTS FOR PROPOSALS (RFP), <br />FURTHER AUTHORIZING THE MAYOR TO ENTER INTO SAID <br />CONTRACT WITH MMO, AND DECLARING AN EMERGENCY. <br />WHEREAS, by Ordinance 2009-95 the Council authorized Requests for <br />Proposals for a personal services contract with aThird-Party Administrator (TPA) of the <br />City's Health Care Coverage/Hospitalization Plans, including excess or umbrella <br />coverage related thereto, based upon specifications on file in the Office of the Director of <br />Human Resources for a one year service agreement; and <br />WHEREAS, in the course of reviewing proposals in accordance with Ordinance <br />2009-95 and Chapter 112 of the Codified Ordinances, and upon further negotiations with <br />qualified bidders therein, the committee solicited alternative proposals for a three year <br />agreement and, upon evaluation of three year proposals, recommended selection of <br />Medical Mutual of Ohio (MMO) to the Board of Control in accordance with codified <br />standards; and <br />WHEREAS, it is the desire of this Council to ratify the modification of <br />specifications from a 1 year to 3 year personal service agreement and to authorize the <br />proposed agreement with MMO as the most qualified, competitive provider by granting <br />an emergency exception pursuant to Section 112.10(a) and further authorizing the Mayor <br />to enter into an Agreement between the City of North Olmsted and MMO for TPA and <br />ancillary health insurance services; and <br />NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY <br />OFNORTH OLMSTED, COUNTY OF CUYAHOGA AND STATE OF OHIO: <br />SECTION 1: That the Mayor be and he is hereby authorized to enter into a three <br />(3) year personal services agreement between the City of North Olmsted and Medical <br />Mutual of Ohio (MMO), a copy of which is attached hereto and marked as Exhibit "A,'' <br />to act as qualified Third-Party Administrator (TPA) to process claims for and otherwise <br />manage the City's comprehensive municipal health care/hospitalization insurance plans, <br />including the purchase of ancillary or umbrella health insurance policy. <br />SECTION 2: That the Council expressly authorizes the Mayor to enter into said <br />three (3) year personal services agreement between the City of North Olmsted and MMO <br />
