CITY OF NORTH OLMSTED <br />RESOLUTION N0.2009 -151 <br />A RESOLUTION OPPOSING ANY PAY INCREASE IN 2010 FOR <br />CONGRESSIONAL REPRESENTATIVES OF THE UNITED STATES OF <br />AMERICA AND DECLARING AN EMERGENCY <br />By: Council Members Dailey Jones and Kearney: <br />WHEREAS, in 2009 Congress was scheduled to receive a pay raise reported to be $4,700 <br />per member for a new salary of $174,000 at an estimated cost of 2.5 million but, in response to <br />economic conditions, Congress voted to cancel the 2009 pay raise for fiscal 2009 (PL 111-8, <br />Omnibus Appropriations Act of 2009, passed March 11, 2009); and <br />WHEREAS, since January, 2009, approximately 12 bills have been introduced to <br />Congress to eliminate, delay, reform, and stop automatic pay raises and cost-of-living- <br />adjustments (COLA) for Congressional Representatives since 1989, but some of these bills <br />remain pending before the House Oversight and Government Reform Committee awaiting action <br />(For example, HR 156, Stop the Congressional Pay Raise Act; HR 395, Stop the Congressional <br />COLA); and <br />WHEREAS, recipients of social security are not scheduled to receive COLA increases for <br />2010 and Congress should, in consideration of the plight of senior citizens in this regard, as well <br />as the current state of the nation's economy, forego automatic salary increases scheduled for <br />2010, estimated at 1.5 percent based upon the Employment Cost Index, and move to address <br />pending bills which stop the automatically scheduled pay increases for Congressional <br />Representatives for; and <br />WHEREAS, it is the desire of this Council to oppose any pay increases in 2010 for <br />Representatives of Congress for the United States of America. <br />NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF <br />NORTH OLMSTED, COUNTY OF CUYAHOGA, AND STATE OF OHIO: <br />SECTION 1: That this Council hereby opposes any pay increases in 2010 for <br />Representatives of Congress for the United States of America. <br />SECTION 2: That copies of this Resolution shall be forwarded to President Obama, <br />our local Congressional representatives in the U.S. House and Senate, to Governor Ted <br />Strickland, our representatives in the Ohio House and Senate and to our County Commissioners. <br />SECTION 3: That this Resolution is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare, and further <br />for the reason that it is necessary that this Resolution go into effect immediately so that it can be <br />published to Congress before any pay increases go into effect for 2010; and further provided it <br />
