No person shall use a slingshot, bow and arrow, or air gun within the public parks or recreation areas of the City, the use of which is prohibited by Section 549.10 of the General Offenses Code. (o) Golf. No person shall cause a golf ball to be propelled by hitting the same with a golf club within the public parks or recreation areas of the City. (p) Campfires and Cooking. No person shall keep or maintain or light a campfire or cooking fire in an area other than that designated and established within the park area. No person shall permit any fire to be left unattended and must completely extinguish the fire before leaving the area. (q) Travelling Public Shows and Carnivals. To the contrary notwithstanding the adoption of Chapter 701 of the Business Regulation Code regulating travelling public shows and carnivals, no such activity regulated thereby shall be permitted in any public park within the City, with the exception that the annual carnival in North Olmsted Park which has heretofore been known as "Homecoming" and was heretofore sponsored by the Community Council will be permitted as per Chapter 701 of the Business Regulation Code, but shall not exceed four days in length of operation. (rl Bicycles Prohibited in Skate Park. No person shall operate, ride or otherwise possess or use a bicycle at the North Olmsted Skate Park. BE AMENDED, AND, AS AMENDED, SHALL READ AS FOLLOWS: 505.01 DOGS AND OTHER ANIMALS RUNNING AT LARGE. (a) No person being the owner or having charge of cattle, sheep, geese, ducks, turkeys, chickens or other fowl or animals shall permit them to run at large upon any public place, or upon any unenclosed lands, or upon the premises of another. (b) No person being the owner of or having charge of any dog, whether wearing a registration tag or not, shall permit it to run at large upon any public place or upon the premises of another. No owner, keeper or harborer of any female dog shall permit such dog to go beyond the premises of such owner or keeper at any time such dog is in heat, unless such dog is properly in leash. The owner or keeper of every dog shall at all times keep such dog either confined upon the premises of the owner or keeper, or if off the premises, leased and under reasonable control of some person. The requirement of this paragraph that a dog be leashed if off the premises of his owner or keeper, shall not apply to the following: (1) A police dog that has been trained, and is assisting a law enforcement officer in the performance of his duties; (2) A dog which is performing at a dog competition or dog show. (c) The running at large of any such animal in or upon any of the places mentioned in this section is prima-facie evidence that it is running at large in violation of this section. (d) The provisions of this section shall not permit a person, being the owner, or in charge or control of any dog to allow such dog to enter, run or remain in any public park or playground even though such dog is accompanied by a responsible person or upon a leash or under such control, except that dogs may be walked on leashes in designated areas of North Olmsted and Claque Citv Parks, subiect to the conditions and limitations set forth in naraEranh (fl of Section 947.01 of the North Olmsted
