Any summary publication of this Ordinance shall include a complete listing of <br />these sections. Notice of adoption of each new section by reference to its title shall constitute <br />sufficient publication of new matter contained therein. <br />SECTION 4: That this Ordinance is hereby declared to be an emergency measure <br />immediately necessary for the preservation of the public health, safety and welfare for the reason <br />that it is imperative to adopt current replacement pages to the Codified Ordinances in order to <br />avoid practical and legal entanglements, and further provided it receives the affirmative vote of <br />two-thirds of all members of Council, it shall take effect and be in force immediately upon its <br />passage and approval by the Mayor. <br />2 <br />
